taught in school 0:04 is inherently dishonest 0:07 beneath the surface of the decades long Cold War 0:09 between the United States and the Soviet Union 0:12 was a drawn out hot war 0:14 between the western capitalist elite class 0:16 and the poor peasant masses of the post colonial world 0:20 as a Second World War came to an end 0:22 millions of former colonial subjects 0:24 fought for their right to autonomy prosperity and independence 0:28 from their previous imperial overlords 0:30 this clash between the landless masses of the global south 0:34 and the bourgeois elites in Washington DC, New York, London and Paris 0:38 was fought sometimes overtly but often in the shadows 0:42 throughout the second half of the 20th century 0:44 and into the present day 0:46 while the USSR in the United States 0:48 pointed increasingly large nuclear weapons at each other 0:51 and shot rockets into space 0:53 a different, yet intrinsically linked war 0:55 for the hearts and minds of the colonial world was at play 0:59 however the United States and its western allies 1:01 had a secret weapon in this fight 1:03 that they would continue to improve and hone throughout the struggle 1:07 that being the Central Intelligence Agency 1:10 folks, welcome to the Cold War 1:12 and welcome back to the history of the CIA 1:16 if this is your first time joining us on this series 1:18 I want to enjoy the video and how I present information 1:32 the previous parts will always be there 1:34 and will hopefully be equally as enjoyable 1:37 today we are starting a new chapter in our story 1:39 with the creation of the Central Intelligence Agency 1:43 in the previous three parts 1:44 we covered the history of the wartime predecessor to the CIA 1:48 the office of Strategic Services 1:50 their collaboration with Nazis in Europe 1:52 organized crime in China and Harlem and the beginning of Operation Gladio 1:57 the future plans for a shadow anti communist army in Western Europe 2:02 as always in every video 2:03 I cite all my sources 2:05 when a number pops up at the top of the screen 2:07 like this you can find a matching bibliographic citation in the description 2:12 I have a lot to cover today 2:13 as we look at the global 2:14 cultural environment that LED to the birth of the CIA 2:17 and how the Central Intelligence Agency was finally created 2:20 with little regard for its troubling future 2:23 let's begin 2:25 I will do my level best 2:27 to stand up for freedom and democracy around the world 2:30 by keeping the United States of America strong 2:34 and by keeping our eyes wide open 2:36 as we welcome change in the world 2:39 by keeping our eyes wide open Chapter One: The Three Worlds 2:47 since the majority of our series will be taking place during the Cold War 2:50 the years roughly between 1947 and 1991 2:54 I want to use today's video to 2:56 outline some fundamental dynamics of the Cold War 2:59 and cover a few misconceptions about this 3:01 often misunderstood and misrepresented period 3:04 at least where I am from 3:05 we are taught in high school 3:07 and in most establishment documentary sources 3:09 that the Cold War was essentially an era of long troubled peace 3:13 between the two global superpowers 3:15 the capitalist United States and the communist Soviet Union 3:19 very little attention is given to the constant state of active conflict 3:23 throughout the rest of the world 3:25 this series will take a very different approach 3:28 from this traditional narrative 3:30 by looking through the lens of the CIA's activities 3:32 from the 1940s to the 1990s 3:35 a different picture emerges 3:37 this period of relative peace between great powers 3:40 becomes an era of innumerable bloodshed and struggle 3:43 between the western capitalists and the emerging countries of the developing world 3:48 I believe that learning the history of the Cold War through this viewpoint 3:52 helped me better understand the world we live in today 3:55 I hope that this will do the same for you as well 3:59 at the end of the Second World War 4:00 the globe could be broadly divided into three major camps 4:04 the first camp or the First World 4:07 as it was known at the time 4:08 was made up of the capitalist Western European countries 4:11 and their settler colonial states in North America 4:14 specifically, Canada and the United States 4:17 by the 1950s, Japan, Taiwan, and South Korea 4:20 would all join this arrangement as well 4:23 this grouping of states had gotten exceedingly rich 4:25 through global colonialism over the previous four centuries 4:29 extracting the wealth from their global empires 4:31 be it minerals, cash crops such as tea and tobacco 4:35 or as discussed in the last part 4:37 opium, as well as lumber, rubber slaves, and most recently, oil 4:42 these commodities were then shipped 4:44 to the colonial homelands 4:46 where the industrial capabilities to transform these resources were established 4:50 this practice created a clear division 4:53 between the poor exploited colonial residents 4:55 that work to extract raw materials 4:57 almost solely to the benefit of their colonial rulers 5:01 then, the slightly less poor and more comfortable western working class 5:05 that work to transform the colonial resources into consumer goods 5:09 and finally, the western capitalist elite 5:12 the business owners, lawyers, stock traders, shipping magnets and power brokers 5:17 that owned the productive capabilities 5:19 and profited massively from this whole system 5:22 as we've made clear in past episodes 5:24 most of the early CIA men were from this upper crust of the First World 5:29 throughout the CIA's history 5:30 its directors and agents would continue to be pulled from Wall Street 5:34 elite law firms, and multinational corporations 5:37 that benefited massively from the open door system 5:40 left behind by global colonialism 5:42 take for example Allen Dulles 5:44 who worked at his brother John Foster Dulles's elite Wall Street law firm 5:47 Sullivan & Cromwell 5:49 Sullivan & Cromwell 5:50 represented such clients as United Fruit and the Anglo Iranian Oil Company 5:54 unsurprisingly 5:55 these conflicts of interest would manifest themselves in covert operations 5:59 and illegal meddling abroad 6:01 at the behest of these massive companies 6:04 the CIA would be lobbied by United Fruit to overthrow 6:06 the left wing government of Guatemalan President 6:09 Yacobo Arbens in 1954 6:11 Allen Dulles, the director of the CIA under Eisenhower 6:14 and John Foster Dulles, the secretary of state 6:16 in the same administration 6:18 worked to overthrow the democratically elected government of Arbenz 6:21 and replaced him with a brutal western friendly dictator 6:24 this was one year after the CIA toppled 6:27 the democratically elected government of Muhammad Mozadek in Iran 6:30 at the request of the British government 6:32 and Anglo Iranian Oil Company 6:34 once again, United Fruit and Anglo Iranian 6:37 were both Sullivan & Cromwell clients 6:39 the worlds of the western elite and the CIA 6:41 were for the most of its history intrinsically linked 6:44 with both parties 6:45 pulling from each other's ranks 6:47 George H W Bush, for example 6:49 was the president of a global oil company called Zapata Oil 6:53 among other business ties 6:54 before he became director of CIA in the 1970s 6:57 William Casey, director of CIA under Reagan 7:00 was a partner at the elite corporate law firm 7:02 Hall Casey Dickler and Howley, before his tenure 7:06 this is but a very short list of 7:07 the deep ties between the CIA and the American elite business class 7:12 the reason I put so much emphasis on this point 7:14 is because this interplay between 7:15 American capital and the Central Intelligence Agency 7:18 let to countless illegal and undemocratic operations abroad 7:22 largely in the developing world but also in Europe 7:25 and even, as alleged by some, domestically in the United States 7:29 throughout this series I will continue to point out 7:31 the conflicts of interest 7:32 and the business dealings of relevant CIA figures 7:35 to continue to paint this picture 7:36 of the true motives of America's spy agency 7:39 The Second World on the other hand in 1945 7:42 consisted of the Soviet Union 7:43 and the new Eastern Bloc states that occupied in Eastern Europe 7:47 following the fall of Nazi Germany 7:49 as previously mentioned 7:51 traditional histories of the Cold War 7:53 focus almost entirely on the cold conflict 7:56 between the USSR and NATO 7:58 through nuclear posturing 8:00 proxy wars and moments of diplomacy 8:03 for the purposes of this series 8:04 and as I will explain in depth throughout this part 8:07 the competition between the first and Second World 8:09 will not feature very prominently in this series 8:13 at least not in the traditional sense 8:15 the real point of interest for the burgeoning CIA 8:18 was the Third World 8:20 the Third World was essentially 8:21 every country that was still under colonial rule 8:24 or had previously been under western colonial rule 8:27 at the war's end 8:28 this represented nearly two thirds of the globe's population in 1945 8:33 throughout the Cold War 8:34 the colonized world would fight a bitter struggle 8:37 against their former colonial overlords 8:39 for autonomy and the right to choose their own destiny 8:43 the right to control their natural resources 8:45 and the choice on how to organise their society 8:48 in 1945 however 8:50 most of the Third World remained 8:51 under direct European or American control 8:55 India, parts of the Middle East, and large swaths of Africa 8:58 remained under the British 9:00 Indochina, Syria and much of the rest of Africa 9:03 was still French 9:05 Indonesia remained in the control of the Dutch 9:07 and the Philippines remained under American control 9:10 this would not be a sustainable system however 9:13 as colonial resentment, nationalism and Marxism 9:16 spread throughout the global south 9:18 furthermore, the Soviet Union 9:20 and later Mao's China and Castro's Cuba 9:23 were vocal supporters of the decolonization of the west's former colonies 9:27 giving moral and at times material support 9:29 to these causes 9:31 these tensions between former colonial overlords 9:34 and the exploited peasantry of the Third World 9:36 is where the Cold War became a hot war 9:39 and where the CIA would be used as a tool of neo colonial subjugation 9:43 and western capital Chapter Two: Red Planet 9:48 during this period of colonial unease 9:50 the rise of global socialism 9:52 was the western elite class's worst nightmare 9:55 Marxist rhetoric of class warfare and redistribution of wealth 9:59 left serious anxiety with the rapacious global corporations 10:03 that had been ruthlessly exploiting the postcolonial states for the past century 10:08 the idea of forgoing these insane profits was untenable 10:11 to the American, British and French ruling elites 10:15 Marxism was also a natural fit in the decolonized states 10:18 as the people living under this arrangement 10:20 were some of the most exploited people on the planet 10:23 soon after the end of the Second World War, in 1949 10:27 Mao Zedong's People's Liberation Army in China 10:30 inspired countless colonial peasants across the globe 10:33 as he armed farmers and laborers 10:35 against the western backed nationalists of Shangkai Shek 10:39 this peasant revolution rang alarm bells in the halls of power across the west 10:43 as it made it clear how effective grassroots insurgencies could be 10:47 at toppling unpopular western backed governments 10:50 it is important to note here 10:52 a fact that is often overlooked in today's conversations about the Cold War 10:57 communism as a global force 10:59 was an idea that needed to be actively fought 11:02 and destroyed by the western elite class 11:04 as it posed an existential threat to their existence 11:08 inherent in Marxism is the redistribution of wealth 11:11 and most scary to the western capitalists, was land reform 11:15 wherein the new nationalist or Marxist government seized all foreign owned land 11:20 and redistributed to the people within that society 11:23 essentially cutting off the western middleman 11:26 this was a devastating prospect 11:28 for the western oil firms 11:30 mining firms and agricultural corporations, such as United Fruit 11:34 which ran their Central American and Caribbean plantations 11:36 like feudal kingdoms 11:38 communism was untenable for these corporations 11:41 that had deep political power 11:43 within the institutions of the west 11:46 another ideology that was rising across the world, was nationalism 11:51 contrary to popular depictions of the Cold War 11:53 not all Third World revolutionary leaders 11:56 were Marxists in the early Cold War 11:58 actually quite the opposite 12:00 these states, these national states 12:02 were prominent throughout the Cold War 12:04 embracing a third way 12:06 outside of the communist-capitalist paradigm 12:08 that was laid out by the superpowers 12:11 these states decided to work both sides 12:13 and try to create their own destiny 12:15 in the 1960s countries such as Egypt, Indonesia, India 12:19 and the Democratic Republic of the Congo 12:21 would form the Non Aligned Movement 12:23 an anti colonial movement of states that work to maintain autonomy 12:27 and remain neutral in the growing Cold War 12:30 this however, was still untenable to the CIA 12:33 and their elite benefactors 12:34 as nationalists believed equally in the dreaded land reform 12:38 that we mentioned earlier 12:40 therefore a cycle began to form 12:42 that would repeat again and again across the globe 12:45 as we'll see in the series 12:47 where nationalist leaders will be pushed by the CIA 12:50 to embrace Marxism 12:52 due to harsh and often violent opposition from the west 12:56 these states will be forced to gain support 12:57 from communist states such as the Soviet Union and China 13:01 to complete their revolution 13:03 so in turn 13:05 most of the CIA's activities throughout the Cold War 13:08 were not directly aimed at the Soviet Union 13:10 or undermining the activities of Communist China 13:13 they were aimed at manipulating global circumstances 13:16 to ensure that western capital 13:18 remained in firm control of the Global South's wealth 13:22 this is a bit of a spoiler 13:23 to the end of the Cold War here 13:25 but they largely succeeded in this goal 13:27 as you will see throughout this series 13:29 the main battlefields of the Cold War 13:31 were not Berlin or Moscow 13:33 they were in the global south 13:35 and this would be a dirty war 13:36 full of trickery, crime and injustice 13:39 so with all that laid out 13:42 let's discuss the creation of the CIA 13:44 and the passing of one of the most significant pieces of legislation 13:48 in American history, the National Security Act of 1947 Chapter Three: From OSS to CIA 13:57 after Truman ordered the dropping of 13:58 the nuclear bombs on Hiroshima and Nagasaki 14:01 in August 1945, Japan agreed to unconditional surrender 14:06 and the world's six year long nightmare was over 14:09 only two weeks after the wars end 14:11 President Harry Truman ordered the OSS 14:14 the USS wartime spy agency 14:16 to largely disband, leaving only a few agents in key European locations 14:21 Dulles, Donovan, Angleton and all the other OSS boys 14:25 went back to their now seemingly boring desk jobs 14:28 in the upper crust of American society 14:30 Colonel William Donovan's days as the leader of American intelligence were over 14:35 and this mostly marks his departure from our series 14:38 although, as we will see 14:39 Donovan remained intimately connected to the future CIA 14:43 through his help in creating shell companies 14:45 to help funnel illegal funds to Gladio forces across Europe 14:49 as I mentioned in previous parts 14:51 CIA agents rarely retire from their intelligence roles 14:54 they simply shift into other useful business 14:57 for Wild Bill, this was the case 14:59 but for now, we say goodbye to this character 15:01 his influence in helping save Nazis from Nuremberg 15:05 will be remembered 15:06 between the dissolution of the OSS in 1945 15:09 and the creation of the CIA in 1947 15:12 there was a transition period 15:14 President Truman was very reluctant to create a peace time intelligence agency 15:18 due in part to his Liberal leanings 15:21 Truman feared that creating an operating agency 15:23 that had unlimited power 15:25 to conduct illegal operations across the globe 15:27 was potentially dangerous to American and global democracy 15:31 however pressure for the creation of a new spy agency 15:34 came to him from all ends of the security state 15:37 firstly the FBI proposed their bid 15:40 to undertake the new spying functions 15:41 of the US government abroad 15:44 under their authoritarian director J Edgar Hoover 15:46 the FBI had formed a strong 15:48 domestic intelligence network in the United States 15:51 spying on leftists and subverting political action on American soil 15:56 allegedly, Hoover forever cunning 15:58 actively sabotage the creation 16:00 of a civilian intelligence agency 16:02 by doctoring a report that was delivered to Harry Truman 16:05 outlining the OSS activities during the war as largely ineffective 16:10 of course he wasn't wrong 16:12 but he was clearly just trying to persuade the president 16:15 to give him ultimate control of the agency 16:17 so this isn't exactly a noble move on his part 16:20 J Edgar Hoover will continue to have a mixed relationship 16:23 with the future CIA 16:25 as we will explore in the next parts 16:26 when we uncover the shadowy blackmail network 16:29 that tied both agencies together 16:31 but that's for another day 16:33 The Joint Chiefs of staff at the Pentagon also argued 16:36 that they should become the sole proprietor of American intelligence 16:39 as they already had an international foothold 16:42 and were already conducting global espionage 16:44 under their military intelligence branch of the Pentagon 16:47 an organization that will continue to rub shoulders of the CIA 16:50 throughout its history 16:52 ultimately the former OSS men won this arms race 16:56 for the future of American intelligence 16:58 after several meetings with former OSS agents 17:01 on January 24th, 1946 Truman reluctantly created 17:06 the Central Intelligence Group under the War Department 17:09 a very short lived agency 17:11 with minor authority to conduct international activities 17:15 apparently Truman created the CIG 17:16 to simply provide him with a daily intelligence brief 17:20 little did he know 17:21 that he had opened the door for the development of the future CIA 17:24 and all its ensuing operations 17:27 The Central Intelligence Group 17:28 attempted to leverage its limited powers to act against global communism 17:32 but largely failed to make any real impact 17:35 their first operation took place in Romania 17:38 where they attempted to mobilize an irrelevant right wing party 17:41 known as the National Peasant Party 17:43 to resist the Soviet Union and create a western aligned state in Romania 17:47 the OSS had created a small network of anti communist 17:50 allies in Romania during the war 17:53 due to the efforts of Wild Bill Donovan 17:55 and another important figure of the early CIA, Frank Wisner 17:59 wizner or just Wiz for short 18:01 was the charming son of a rich Mississippi landowner 18:04 in the Jim Crow South 18:06 he came from an incredibly privileged background 18:09 as did many of his other colleagues 18:11 but he allegedly didn't even dress himself as a child 18:14 instead he would just lay on the bed 18:16 and let a servant dress him for him 18:19 Wisner attended a prestigious private school 18:21 and went to the university of Virginia 18:23 where he was a part of the mysterious secret society of seven 18:27 this society remains so secret 18:29 the names of its members 18:30 are only revealed upon their death 18:33 secret societies will play a crucial role in future CIA operations 18:37 as shadowy forums for backroom deals 18:39 and liaisons between organized crime 18:42 and legitimate figures of the security state 18:45 Wiz graduated from college with a law degree 18:47 and like so many other future CIA agents 18:50 joined a white collared law firm on Wall Street 18:53 Wisner was the OSS station chief in Romania during the war 18:56 where he helped organize a small 18:58 community of German fascists into an anti Communist stay behind force 19:03 to fight the future Soviet invasion 19:06 Wizner's stay behind organization in Romania 19:08 foreshadowed the future Operation Gladio 19:11 that would place fascist paramilitary cells across Western Europe 19:14 to fight communists 19:16 despite his best efforts to combat Romanian communists 19:19 wizarders networks were completely wasted by the Central Intelligence Group 19:23 as once they were activated in Soviet occupied territory 19:26 they were quickly rounded up by Russian intelligence agents 19:28 and sent to the gulags 19:30 to add to the failure 19:31 the CIGS misstep LED to a quicker official integration of Romania 19:36 into the Soviet Union by Stalin 19:38 fearing more subversive activity in the territory 19:41 The Central Intelligence Group did provide 19:43 one important lesson to the future CIA 19:46 there existed a massive gap in intelligence experience 19:50 and capabilities between the Americans and the Soviets 19:53 at this time 19:54 especially given Stalins repressive and omnipresent reach 19:58 throughout the USSR 20:00 The Soviet Union had been running their secret agency Cheka 20:03 the predecessor of the KGB since 1917 20:06 and had become masters at counter intelligence 20:09 comparatively to the relatively new American intelligence apparatus 20:12 that had only been in effect since 1941 20:15 throughout the Cold War 20:17 American covert operations behind the Iron Curtain 20:19 would be mostly futile 20:21 which LED the agency to fighting the advance of communism 20:24 on other fronts around the world instead Chapter Four: The National Security Act 20:29 under the CIGS second director Air Marshal Hoyt Vandenberg 20:34 the agency would be reformed into the CIA of today 20:37 but not without the help of the venerable Allen Dulles 20:40 while the CIG failed to subvert the Soviet Union in Europe 20:44 our old pal Allen Dulles 20:45 was working hard at his former law firm 20:47 Sullivan & Cromwell on Wall Street 20:49 although on paper 20:50 Allen Dulles was working as a lawyer during this period 20:53 he did continue to liais with his former OSS colleagues 20:57 to plot the course of the future CIA 20:59 he and Wild Bill Donovan created a work plan for the future agency 21:03 in the years of 1946 and 1947 21:07 he was also elected as the president of the council of Foreign Relations in 1945 21:12 a powerful think tank of former army men, business leaders and politicians 21:17 that work to preserve American supremacy across the globe 21:21 Dulles did not retire from spy craft after the war 21:24 he was simply on a hiatus 21:26 these efforts to remain intimately connected to the post war security state 21:30 paid off massively, when in 1947 21:33 Dulles was called forward by the Senate Armed Services Committee 21:36 to lay out the architecture of the future CIA 21:40 the outline he devised was largely based on Wild Bill Donovan's dreams 21:44 a highly funded top secret unaccountable agency 21:48 that could operate globally without any limitations 21:52 the report was presented to Truman in 1947 21:54 and after years of constant lobbying by the FBI 21:58 the Pentagon and former OSS agents 22:00 he finally agreed to the proposal 22:03 coincidentally 22:05 or maybe not so coincidentally 22:07 1947 was also the year that Truman declared his famous Truman Doctrine 22:12 where he officially positioned the United States 22:14 as an overt enemy of communism across the globe 22:18 he stated to Congress in March 1947 22:21 while requesting military aid to anti communist forces in Greece 22:25 quote I believe that it must be 22:27 the policy of the United States to support free people 22:30 who are resisting attempted subjugation by armed minorities 22:33 or by outside pressure 22:35 and with the utterance of these words the Cold War had begun 22:40 Truman's words about freedom and fighting for the oppressed 22:43 sounded really nice on the surface 22:45 but as we will see in the next part of the series 22:48 these words would manifest themselves immediately 22:51 in the support of fascist paramilitaries 22:53 and a deeply unpopular monarchist government in post war Greece 22:57 Truman could not simply create the Central Intelligence Agency 23:01 out of thin air though, he needed congressional approval 23:04 so in June 1947 a congressional committee was convened 23:08 and Allen Dulles was brought into DC to present the proposal 23:11 at this point with the rise of the Red Scare 23:14 and the encroachment of the Soviet Union in Eastern Europe 23:16 the US government was looking for any way 23:19 to subvert the spread of socialism across the globe 23:22 so in 1947 Truman signed the grotesque National Security Act 23:27 which I consider to be up there with the Patriot Act 23:29 as one of the most devastating pieces of legislation for American civil liberties 23:34 The National Security Act of 1947, created firstly 23:38 the National Security Council 23:39 a new direct line between the White House and the Joint Chiefs of staff 23:44 essentially further blurring the lines between the political arena 23:47 and the military 23:48 but also adding an extra layer of fog 23:51 between military decision making 23:53 furthermore, it also created the secretary of defence position 23:57 which unified all military branches under one civilian leader 24:02 the act also created the US Air Force 24:04 which had previously been under the army 24:06 with good old General Vandenburg 24:08 the leader of the Central Intelligence Group as its new leader 24:11 and finally, the National Security Act 24:14 included the creation of the Central Intelligence Agency 24:18 an independent civilian intelligence agency 24:21 with an operating budget a staff and a global reach 24:28 and just like that, with the signing of one act 24:31 President Truman created one of the most influential 24:34 and damaging organizations in the modern world 24:38 the CIA would be able to conduct 24:39 illegal regime change operations 24:42 political assassinations, coups and all sorts of other immoral acts 24:47 due to 11 words in the National Security Act 24:50 nowhere does the OC prescribe the 24:52 outright authority to conduct a ny of these operations 24:55 but it does include 11 innocuous words 24:58 that would define the CIA's mandate until the present day 25:02 the act firstly 25:03 allows the CIA to correlate evaluate and disseminate intelligence 25:07 which is all very standard intelligence work 25:09 but it's what comes next that is very problematic 25:12 on top of those functions 25:14 the National Security Act allows the CIA to perform quote 25:18 other functions and duties related to intelligence 25:22 affecting national security 25:24 these 11 words 25:26 that do not define anything in particular 25:28 would form the legal basis for 25:31 all the activities we will be covering in this series 25:33 all the illegal coups, assassinations drug smuggling, blackmail and extortion 25:39 would be covered by this vague and unassuming passage 25:43 and all this illegal activity started in Greece in 1947 25:48 where a brutal civil war was unfolding between communists and monarchists 25:52 and this is where the CIA operated for the first time 25:57 and we will
