Lincoln Clay returns home from the Vietnam War to reunites with his friends and family, including his surrogate father and Black Mob leader Sammy Robinson, his adopted brother Ellis, and James. Although initially planning to depart to California, Lincoln agrees to stay and help Sammy with the Haitian Mob.

Despite killing the Haitian boss, Lincoln learns Sammy is in debt to mob boss Sal Marcano. To clear it, he helps Marcano rob the city's branch of the Federal Reserve during the city's Mardi Gras celebrations, alongside Marcano's son Giorgi, Ellis, and Irish mobster Danny Burke.

Needing to take out whoever Marcano put in control of Delray Hollow, Lincoln turns to an unexpected ally, The Haitian Mob.

"Four-Finger" Charlie Kincaid is the Racket Boss of the smack racket in Delray Hollow and a member of the Dixie Mafia; he's also Lincoln Clay next target.

Ritchie Doucet is the boss of the Dixie Mafia, a criminal organization allied with the Marcano Crime Family, operating out of Bayou Fantom. With no means of kicking up to the Marcanos, Ritchie fears Giorgi will come after him, so he goes into hiding along with his men at Baron Saturday's, an abandoned amusement park on the southern edge of the district. After Cassandra captures one of Ritchie's men, she and Lincoln learn where Ritchie is hiding, so Lincoln goes there to take him down.

With Delray Hollow in better hands, Lincoln set his eyes on Pointe Verdun needing the help of Thomas Burke and the Irish Mob. "Brooklyn" Carl Bevers is the Racket Boss who runs the moonshine racket in Pointe Verdun for Roman Barbieri.

Sonny Blue is the Racket Boss of the protection racket in Pointe Verdun, running it for Roman Barbieri. He's a Grade-A psycho and one of Barbieri's favorite people. If you can't pay up, Sonny and his bone saw are the last things you'll see.

After Lincoln Clay dismantles Barbieri's moonshine and protection rackets, Thomas Burke decides it's time to have it out with Barbieri and informs him he'll be waiting at his scrapyard to settle things.

With Delray Hollow and Pointe Verdun in his hands, Lincoln seeks out the help of Vito Scaletta to aid him in his fight to calm River Row. The union extortion racket is a simple, yet profitable one. If you want to work, you pay Turetto's people. Andy Turetto is the Racket Boss of the extortion racket in River Row, running it for Michael Grecco.

It might not look glamorous, but smuggling cigars and rum out of Cuba is highly profitable due to the Cuban Trade Embargo. Roy Thibideaux is the Racket Boss of the contraband racket in River Row, working for Michael Grecco.
