Does Quran 5:32 forbids Muslims to KILL and MURDER Non-Muslims and Muslims. David Wood

Quran 5:32 is a verse which many Muslims quote to show that Islam is a religion of peace and to show that Islam teaches Muslims to be peaceful. Those same Muslims also say that Muslim Islamic Terrorists a.k.a. Jihadists are not real Muslims because Muslim Islamic Terrorists a.k.a. Jihadists don't obey the teachings of Islam found in Quran 5:32. There is a problem with Muslims using Quran 5:32 to show that Islam is a religion of peace which is that Quran 5:32 is talking about the "Children of Israel" and NOT about Muslims.
