Robert Warshaw, a former deputy drug czar under President Clinton and veteran law enforcement monitor, has served as the court-appointed monitor overseeing the Maricopa County Sheriff’s Office (MCSO) since January 2014. He was appointed by U.S. District Judge G. Murray Snow following a 2013 ruling that found MCSO, under former Sheriff Joe Arpaio, engaged in a pattern and practice of racial profiling against Latino drivers, violating constitutional rights. Warshaw’s oversight stems from the Melendres v. Arpaio class-action lawsuit, which led to a federal court order requiring MCSO to implement reforms including anti-bias training, data collection on traffic stops, video recording of stops, and structural changes to internal affairs. Despite progress on many of the 360+ required reforms, MCSO has not yet achieved full compliance, and the monitor continues to assess the department’s adherence to court orders. In December 2025, Maricopa County formally petitioned Judge Snow to end federal oversight, arguing that MCSO has met all reform benchmarks, has no current evidence of civil rights violations, and that continued monitoring undermines local democratic accountability. The county claims oversight costs have exceeded $350 million, with over $30 million spent on Warshaw’s team alone. Critics, including the ACLU of Arizona, argue that the monitor’s role remains essential to ensure lasting compliance and prevent a return to past misconduct.
