A section of federal land known as the Pawnee strip has long served as an outlaw shelter. The courier is slain when the government eventually dispatches an officer to Wileyville in order to allow homesteading on the strip. Bill, Calamity, Judge Wiley, and the Reverend set out to obtain the signatures required to formally open the strip for homesteading.

After killing the Indian spy, they attempt to kill White Eagle, the chief's son.
