Chapters 15 and 16 cover other classified documents found at the University of Delaware, The Biden Institute, and at Biden’s Delaware Home, analysis of those documents, and the decisions to not bring charges for mishandling them. Chapter 17 goes over the deletion of audio recordings by Biden’s ghostwriter Mark Swonitzer and the decision to not bring charges against him. As has been the case throughout the report, the parallels between this investigation, the circumstances, the subject matter, the charges at issue, and more, offer uncanny parallels to Trump’s classified documents case. Chapter 14 of the Report is all about the documents found in the Penn Biden Center—what are they, how’d they get there, how were they stored, and the Special Counsel’s decision not to bring charges for Biden’s mishandling of them. This chapter, like a few others in the report, offers very interesting parallels to Trump’s classified documents case. Chapter 12 provides analysis of Biden’s Notebooks, which he regarded as a his personal records even though they contained classified information. This chapter provides many parallels to President Trump’s Doc Case, too many to be a mere coincidence. Chapter 13 goes over the principles of Federal Prosecution and aggravating factors in a potential case against Biden based on the evidence in this investigation and gives further insight into the decision to decline prosecution. Chapter 11 elucidates the defenses that Biden would potentially bring at trial if he were to be charged with retaining national defense information and explains Special Counsel Hur’s decision to decline charging him. NARA says, "DOJ requested that NARA pick up the nine boxes that were at Mr. Moore’s office. NARA did so on November 9, 2022, and secured them in NARA’s John F. Kennedy Presidential Library in Boston, our nearest facility." https://www.grassley.senate.gov/imo/media/doc/grassley_johnson_to_doj_fbi_special_counsel_-_hur_report.pdf The Hur Report says, "The day after the National Archives retrieved the classified documents, on November 4, 2022, the Archives notified officials in the National Security Division of the Department of Justice (DOJ) and the Office of the Director of National Intelligence of the discovery of "classified records related to President Biden's time as Vice President." Chapter 9 focuses on the legal standards at issue in this investigation and provides an interesting mirror to Special Counsel Smith’s Docs Case against President Trump. We finish Chapter 5 and read the entirety of Chapter 6, which deals with the classified Afghanistan documents and their discovery. These chapters are pretty interesting. They detail how and where STILL-classified materials related to Afghanistan were stored at multiple Biden properties, Biden’s notecards, Biden’s opposition to the 2009 surge of US troops in Afghanistan, and strong evidence that Biden was well aware of these still-classified materials and accessed them and documents stored near them over and over again from 2017 through 2020.
