I Will Not Be Silenced: MP Calls Out Committee Censorship Transcript: Michelle Rempel Garner (CIMM) “I will not be silenced.” The members of my committee will not be silenced. And you, Minister, need to do better. I want to bring everyone’s attention to a letter that has been shared with all members of this committee. It is a letter brought forward by the Deputy Minister, and I’m going to read a few sentences from it because I think it’s important that we highlight them. The Deputy Minister expresses a growing concern about the safety and well-being of public servants who appear before standing committees. He indicates that recent participants have endured significant harassment, abuse, and threats from the public — ranging from social media attacks, to hostile messages sent to their work emails, and even in-person confrontations. He further indicates that one source of this harassment stems from short, decontextualized clips of committee appearances by public servants being posted on social media by Members of Parliament and their staff. He also states that without a change in approach, he is concerned that threats and intimidation from the public will persist, increasing the risk to public servants who appear before committees. I am reading all of this because I want to implore all committee members from all parties — that is all of us, from all sides — and our staff, to be very cognizant of how we use information from this committee, whether online or offline. It is vitally important that we understand how this information may be interpreted. We do not want witnesses — whether from Immigration, Refugees and Citizenship Canada or any department — to ever feel that appearing before our committee is a safety risk, or that participating in our committee could ever result in their safety being threatened in any way. ⸻ Conservative Response (Michelle Rempel Garner) Did you catch that? The Liberal Chair is essentially suggesting that sharing clips of public servants testifying puts their safety at risk. This is a classic tactic: framing public accountability as a security threat to justify shutting down independent creators who don’t follow the mainstream narrative. Since you have introduced this letter publicly, I would like to provide the Conservative response. I wish we could have discussed this privately, but since you introduced it here, I will briefly outline our response. I am writing with regard to a letter your Deputy Minister sent to the Chair of the Standing Committee on Citizenship and Immigration. I have copied her below. In this letter, the Deputy Minister makes troubling accusations and even more concerning recommendations. First, he accuses members of this committee of being responsible for negative feedback received by one of his officials following a committee appearance — feedback that is neither detailed nor substantiated in the letter. Second, he implies that public testimony at committee should not be shared. Given the eyebrow-raising nature of this letter, I am affording you the courtesy of assuming that your most senior bureaucrat went rogue and sent this letter without your knowledge. If that is the case, I trust you will take appropriate disciplinary measures. If you did, in fact, sign off on this letter, allow me to provide some feedback that may help you manage this situation more effectively. ⸻ Point One: Criminal Harassment If any of your officials experienced criminal behaviour, they should report it to the authorities. I condemn any actual harassment or intimidation against any Canadian. No one should experience criminal harassment or abuse. In fact, I myself have faced criminal harassment for holding your government to account — and I am pleased to report that I have not allowed it to silence me. ⸻ Point Two: Accountability Based on the limited information provided in the Deputy Minister’s letter — and the fact that no incidents were reported to authorities — I must assume the situation did not meet the threshold of criminality. The unverified accusations suggest that an official encountered a member of the public who was irritated by the testimony they provided on your behalf. If that is the case, perhaps you should reflect on the Prime Minister’s own advice to a journalist who questioned him about a failure: “Look inside yourself.” Your government has turned what was once a strong immigration system into an unmitigated dumpster fire. You and your cabinet colleagues have made policy decisions that enabled massive misuse of Canada’s asylum system, unsustainable immigration levels, strain on housing and healthcare, wage suppression, and even the UN describing aspects of the system as akin to slave labour. This is the part you definitely didn’t want clipped. ⸻ Why They Want the Clips Gone When the facts are this embarrassing, it’s no wonder the Deputy Minister wants to stop decontextualized clips from circulating on social media. Frankly, I wouldn’t want to appear before a parliamentary committee to defend your actions either. I actually feel sorry for your Deputy Minister and officials — they are being forced to defend the indefensible. If you want public support for your officials’ testimony, then you should make better policy decisions. The buck stops with you. ⸻ Democracy and Transparency It is the committee’s job to hold you to account. It is the job of non-government members to ask questions of department officials paid by taxpayers to execute your decisions. And it is the public’s right to see these proceedings. This is a fundamental part of our democracy. Instead of advising you to fix your failures, your Deputy Minister attempted to censor parliamentarians and infringe upon our rights. Do better. We will not accept censorship. We will not roll over. We will not be silenced. ⸻ Final Statement Rebuilding Canada’s consensus on immigration depends on transparency, accountability, and the ability of Parliament to do its job. We will stay the course. Michelle Rempel Garner: The Liberals made an announcement — a very serious one — that they’re planning to work with the Bloc Québécois to remove the exemption for sincerely held religious belief from hate-speech laws. If you don’t believe me, there’s a National Newswatch story: “Liberals’ deal with the Bloc means hate-speech laws will lose exemption for sincerely held religious belief.” I’m going to break down what this means. I’m going to explain what’s happening — and why it matters. But I need you to do two things: 1. Share this video, and 2. Click the link in the comments and subscribe, because I’m going to be writing about this — and we know existing Liberal censorship bills make it harder for information like this to get out. [What’s happening] Here’s what’s happening on Parliament Hill. The Liberals introduced a bill a few months ago. It’s called Bill C-9. Conservatives have been opposing it. In my view, this bill hands government powerful new tools related to “hate speech” — and lowers safeguards. I’m going to explain why. [Her claim about the bill] Bill C-9 lowers the bar for what counts as “hatred,” removes key safeguards, and creates vague new offences that can be stretched to silence dissent. It creates a new, vague definition of hatred and replaces “extreme detestation” with terms like “detestation” or “vilification.” Those are vague terms that could be used very broadly. The second thing it does is remove the requirement for Attorney General consent — so police can charge directly, without that higher-level filter. My concern is that this opens the door to politically motivated arrests. [What she says changed that day] And this morning, the Liberals announced they want to remove one or two of the remaining safeguards — which, in my view, would make it easier to criminalize religious thought. In committee, we’ve already seen discussion about criminalizing certain types of religious thought — so this isn’t theoretical. [She contrasts it with existing law] Here’s the thing: there are already laws on the books dealing with speech in Canada — and they’re not being enforced. We have a massive problem with antisemitism in Canada, but the government already has tools to prosecute these issues and they’re not using them. For example, the Criminal Code includes offences like publicly inciting hatred and promoting hatred, and provisions about signs or gestures. But the government, the courts, or police have not chosen to enforce these in situations where, frankly, Jewish Canadians are being targeted. So these laws exist — and the government is refusing to enforce them — but now they want to expand and change the framework in a way that removes protections for sincerely held religious belief.
