By the time Tom Homan came to Chicago, he complained that Chicagoans were, and I quote, ‘too well educated’ on their rights for ICE to be effective. We happen to believe that in the United States of America, there is no such thing as being too well educated on your own rights under our Constitution, but we couldn’t just rely on people knowing their rights. We also had to take concrete actions to protect people. This moment has focused us to look at executive authority in a new way. As mayor, we have the ability to wield our executive authority to protect people, but we only can do that if we’re actually willing to exercise it. And in my case, I’ve been more than willing. And so to that end, working closely with other cities and organizations like the Public Rights Project and others, we put forth a series of executive orders to address some of the key areas of tremendous concern. Our first executive order under the Protecting Chicago banner was put forward in June of last year, setting out clear parameters and guidance for city departments in the event a National Guard or federal agency deployment would occur in Chicago. And that was important because chaos and confusion within city government can be more frustrating for residents than the external forces themselves. We needed to ensure that every department was on the same page and that they understood what they can and cannot do and how they should respond in the event of a federal deployment into our city, which ended up coming to fruition a few months, a few months later. We followed that with a right to protest. This right to protest order that set clear guidelines for how our local law enforcement would handle protests because we did not want to see anything that could end up being used as a pretext to send even more federal troops to Chicago. We set out clear guidelines, building off the successful work that our police department already established there in the Democratic National Convention to ensure that Chicagoans could exercise their First Amendment rights without giving the Trump Administration any excuse to escalate. In August, we signed our most sweeping executive order. This executive order established what we call ICE-Free Zones, essentially prohibiting ICE and Border Patrol from staging on city properties and entering city properties without a judicial warrant. This had not been done anywhere in the country, so we had to work closely with our law department, our police department, and outside advisors to ultimately build out the infrastructure to produce and distribute ICE-Free Zone signage and accountability measures. We partnered with community organizations, local elected leaders, rapid response networks, and informal neighborhood groups to distribute signs and materials. It became important both as a practical matter so that we didn’t have ICE setting up raids in our elementary school parking lots, but it also served as a powerful symbol. This gesture to the people of Chicago to send a clear message that our city rejects this administration’s entire approach towards immigration enforcement and deportations. And now those same signs have formed part of the basis of the lawsuit that we put forth with the attorney general that I just mentioned. And since then, we’ve seen Ice-Free Zone laws in municipalities across the country, like Portland and Providence, and other counties, including Los Angeles County. We’ve seen protesters in New Orleans demand ICE-Free Zones in their own city, and it’s been adopted throughout our state. And now in the wake of the killings in Minneapolis, as well as the multiple incidents of violence we saw in Chicago by immigrant agents — I’m sorry, immigration agents, we are looking at even stronger enforcement measures that we had not previously considered. Chicagoans are asking us to do more in this moment, and it is certainly our aim to meet their expectations. We are working on additional measures that we believe will make Chicago the first city in the country to be able to effectively hold ICE and Border Patrol officers accountable for criminal misconduct. This is not about politics, this is about a fundamental idea that in our country nobody is above the law. There’s no such thing as absolute immunity in America. If you commit a crime, you should be tried like anyone else, regardless of the badge on your chest or the mask that’s on your face. We will have more to say about that in the coming days, and I will be spending the next couple of days here in D.C. talking with my fellow mayors and learning from them as we move forward together. There’s a lot more, of course, that I could say about this moment that Chicago is experiencing and what this country is experiencing and what we are ultimately trying to do, but I do want to leave some time for questions and to give me space to be able to answer. And are you surprised the justices sided with you? And do you think Trump will abide by their ruling?” Johnson: “Well, first of all, the entire city of Chicago, we’re certainly grateful that the Supreme Court has finally placed a check on the executive Branch. I’ve said from the very beginning, president of the United States of America has been working outside of the confines of the Constitution. And I made a vow to the people of Chicago that I would use every single tool available to me, you know, whether that was, you know, executive orders, which we have signed to protect all of chicagoans, legislation as well as litigation. And, you know, this is certainly a welcomed opportunity for the people of this country to recognize that there are real laws that that that govern us. And it certainly places not just the city of Chicago in a stronger position, but it places the entire country in a stronger position that this president has to to, to maintain his authority through the Constitution and not step outside of that.”

RUSH TRANSCRIPT: SHARPTON: “Now, the windy city is known for its fierce winters. I’ve been there, and just like every year, you’ve petitioned chicagoans for a new snow plow name, you yourself have backed a nominee, quote abolish ice. It’s funny and it’s clever. What are citizens saying? Both about naming the plow and about ice’s actions in the city?” Johnson: “Well, you know, you know, reverend al, you know, from the very beginning of this administration, I made a commitment to ensure that we protect working people. But really, you know, this was really about protecting our democracy. And, you know, when the Trump Administration moved on, you know, the big nasty bill, I don’t know, I don’t know if enough people actually realize this, but the amount of money that the ice division of our government has received as a result of this administration is quite significant. In fact, there are only two other entities that have a larger budget than ice. It’s the United States military, and it’s China’s military. And he has used it as a privatized force to enact terror. And and and not just terror, but a great deal of harm against people. And so over the course of several years in this city, we have stood firm on our values. And it just happened to coincide with the time in which we name all of our, our, our fleet utilities. And of course, you know, we have to take a stronger look at how this administration has used ice and how it has caused tremendous harm. So that’s why that particular name of this truck being named abolish ice, has my full and complete endorsement.”
