In The First Patient quest in The Elder Scrolls Online, you can either have Hendil killed, or have him spared for him to face trial. Unfortunately, I do not know if Hendil is in Skywatch after being spared, as he's not seen again after the quest.

Today, I do the Fighters' Guild quest to stop more of Molag Bal's schemes.
