Engineered acts of aggression visited upon such principalities are then utilized as a means to justify unlawful military incursion against the opponents of these legislative stipulations. In recent years, the incidence of these types of events has been preceded by government coordinated drills, often executed in the guise of some form of preparatory engagement. The real issue with these sorts of incentives is that they paper over a deeper problem: the public's distrust of mainstream science. Phase 3 – Private sector punishments – in this stage they use corporations to deny people access to services (such as air travel, cruise ships, restaurants, sporting events, concerts, etc.). This phase hopes to make being unvaccinated extremely inconvenient. No, we're not. Many states have already banned vaccine passports, and some have prohibited businesses from requiring proof of immunization as well. Federal law doesn't prohibit employers from mandating shots, but most companies won't; messy PR battles and civil rights lawsuits aren't good for business. Many other jurisdictions have said they won't mandate passports, though they haven't legislated it. Even California, where the lockdowns have been among the most severe. The policy varies from region to region, but that just underscores the fact that a coordinated campaign against vaccine refusal isn't underway. Phase 4 – Criminal fines or jail time (government sector) – This phase will kick in after the fake news media blames the un-vaxxed for continued spike protein outbreaks that are killing people. Laws will be passed in some jurisdictions that require constant vaccines and booster shots. Any who refuse to comply will be fined or jailed. With cases and deaths continuing to drop, there won't be any justification for such measures. And thousands more people are getting vaccinated every day, meaning there won't be many Americans left to fine or jail. Phase 5) This phase will take place after the vaccine deep state works with the Biden / Obama regime to stage a massive false flag shooting tragedy that can be blamed on anti-vaxxers and gun owners. The strangest aspect of this narrative is that there are plenty of legitimate gripes about how governments handled the pandemic: politicians flouted their own stay-at-home orders; public health agencies issued confusing, nonsensical masking and vaccine guidelines; and some political rallies were denounced for "spreading coronavirus and death," while participants in other events were just urged "to be as careful as possible." Instead of focusing on these concerns, which should be addressed before we face another pandemic is suck all the air out of the room with unverifiable stories. 53 Admitted False Flag Attacks. “Not Conspiracy Theory … Admitted Fact” Not Theory … Admitted Fact There are many documented false flag attacks, where a government carries out a terror attack … and then falsely blames its enemy for political purposes. In the following 42 instances, officials in the government which carried out the attack (or seriously proposed an attack) admits to it, either orally or in writing: (1) Japanese troops set off a small explosion on a train track in 1931, and falsely blamed it on China in order to justify an invasion of Manchuria. The Tokyo International Military Tribunal found: “Several of the participators in the plan, including Hashimoto [a high-ranking Japanese army officer], have on various occasions admitted their part in the plot and have stated that the object of the ‘Incident’ was to afford an excuse for the occupation of Manchuria by the Kwantung Army ….” And see this. (2) A major with the Nazi SS admitted at the Nuremberg trials that – under orders from the chief of the Gestapo – he and some other Nazi operatives faked attacks on their own people and resources which they blamed on the Poles, to justify the invasion of Poland. (3) Nazi general Franz Halder also testified at the Nuremberg trials that Nazi leader Hermann Goering admitted to setting fire to the German parliament building in 1933, and then falsely blaming the communists for the arson. (4) Soviet leader Nikita Khrushchev admitted in writing that the Soviet Union’s Red Army shelled the Russian village of Mainila in 1939 – while blaming the attack on Finland – as a basis for launching the “Winter War” against Finland. Russian president Boris Yeltsin agreed that Russia had been the aggressor in the Winter War. (5) The Russian Parliament, current Russian president Putin and former Soviet leader Gorbachev all admit that Soviet leader Joseph Stalin ordered his secret police to execute 22,000 Polish army officers and civilians in 1940, and falsely blame it on the Nazis. (6) The British government admits that – between 1946 and 1948 – it bombed 5 ships carrying Jews attempting to flee the Holocaust to seek safety in Palestine, set up a fake group called “Defenders of Arab Palestine”, and then had the psuedo-group falsely claim responsibility for the bombings (and see this, this and this). (7) Israel admits that in 1954, an Israeli terrorist cell operating in Egypt planted bombs in several buildings, including U.S. diplomatic facilities, then left behind “evidence” implicating the Arabs as the culprits (one of the bombs detonated prematurely, allowing the Egyptians to identify the bombers, and several of the Israelis later confessed) (and see this and this). (8) The CIA admits that it hired Iranians in the 1950′s to pose as Communists and stage bombings in Iran in order to turn the country against its democratically-elected prime minister. (9) The Turkish Prime Minister admitted that the Turkish government carried out the 1955 bombing on a Turkish consulate in Greece – also damaging the nearby birthplace of the founder of modern Turkey – and blamed it on Greece, for the purpose of inciting and justifying anti-Greek violence. (10) The British Prime Minister admitted to his defense secretary that he and American president Dwight Eisenhower approved a plan in 1957 to carry out attacks in Syria and blame it on the Syrian government as a way to effect regime change. (11-21) The former Italian Prime Minister, an Italian judge, and the former head of Italian counterintelligence admit that NATO, with the help of the Pentagon and CIA, carried out terror bombings in Italy and other European countries in the 1950s and blamed the communists, in order to rally people’s support for their governments in Europe in their fight against communism. As one participant in this formerly-secret program stated: “You had to attack civilians, people, women, children, innocent people, unknown people far removed from any political game. The reason was quite simple. They were supposed to force these people, the Italian public, to turn to the state to ask for greater security” (and see this) (Italy and other European countries subject to the terror campaign had joined NATO before the bombings occurred). And watch this BBC special. They also allegedly carried out terror attacks in France, Belgium, Denmark, Germany, Greece, the Netherlands, Norway, Portugal, the UK, and other countries. False flag attacks carried out pursuant tho this program include – by way of example only – the murder of the Turkish Prime Minister (1960), bombings in Portugal (1966), the Piazza Fontana massacre in Italy (1969), terror attacks in Turkey (1971), the Peteano bombing in Italy (1972), shootings in Brescia, Italy and a bombing on an Italian train (1974), shootings in Istanbul, Turkey (1977), the Atocha massacre in Madrid, Spain (1977), the abduction and murder of the Italian Prime Minister (1978), the bombing of the Bologna railway station in Italy (1980), and shooting and killing 28 shoppers in Brabant county, Belgium (1985). (22) In 1960, American Senator George Smathers suggested that the U.S. launch “a false attack made on Guantanamo Bay which would give us the excuse of actually fomenting a fight which would then give us the excuse to go in and [overthrow Castro]“. (23) Official State Department documents show that, in 1961, the head of the Joint Chiefs and other high-level officials discussed blowing up a consulate in the Dominican Republic in order to justify an invasion of that country. The plans were not carried out, but they were all discussed as serious proposals. (24) As admitted by the U.S. government, recently declassified documents show that in 1962, the American Joint Chiefs of Staff signed off on a plan to blow up AMERICAN airplanes (using an elaborate plan involving the switching of airplanes), and also to commit terrorist acts on American soil, and then to blame it on the Cubans in order to justify an invasion of Cuba. (25) In 1963, the U.S. Department of Defense wrote a paper promoting attacks on nations within the Organization of American States – such as Trinidad-Tobago or Jamaica – and then falsely blaming them on Cuba. (26) The U.S. Department of Defense even suggested covertly paying a person in the Castro government to attack the United States: “The only area remaining for consideration then would be to bribe one of Castro’s subordinate commanders to initiate an attack on Guantanamo.” (27) The NSA admits that it lied about what really happened in the Gulf of Tonkin incident in 1964 … manipulating data to make it look like North Vietnamese boats fired on a U.S. ship so as to create a false justification for the Vietnam war. (28) A U.S. Congressional committee admitted that – as part of its “Cointelpro” campaign – the FBI had used many provocateurs in the 1950s through 1970s to carry out violent acts and falsely blame them on political activists. (29) A top Turkish general admitted that Turkish forces burned down a mosque on Cyprus in the 1970s and blamed it on their enemy. He explained: “In Special War, certain acts of sabotage are staged and blamed on the enemy to increase public resistance. We did this on Cyprus; we even burnt down a mosque.” In response to the surprised correspondent’s incredulous look the general said, “I am giving an example”. (30) The German government admitted (and see this) that, in 1978, the German secret service detonated a bomb in the outer wall of a prison and planted “escape tools” on a prisoner – a member of the Red Army Faction – which the secret service wished to frame the bombing on. (31) A Mossad agent admits that, in 1984, Mossad planted a radio transmitter in Gaddaffi’s compound in Tripoli, Libya which broadcast fake terrorist trasmissions recorded by Mossad, in order to frame Gaddaffi as a terrorist supporter. Ronald Reagan bombed Libya immediately thereafter. (32) The South African Truth and Reconciliation Council found that, in 1989, the Civil Cooperation Bureau (a covert branch of the South African Defense Force) approached an explosives expert and asked him “to participate in an operation aimed at discrediting the ANC [the African National Congress] by bombing the police vehicle of the investigating officer into the murder incident”, thus framing the ANC for the bombing. (33) An Algerian diplomat and several officers in the Algerian army admit that, in the 1990s, the Algerian army frequently massacred Algerian civilians and then blamed Islamic militants for the killings (and see this video; and Agence France-Presse, 9/27/2002, French Court Dismisses Algerian Defamation Suit Against Author). (34) The United States Army’s 1994 publication Special Forces Foreign Internal Defense Tactics Techniques and Procedures for Special Forces – updated in 2004 – recommends employing terrorists and using false flag operations to destabilize leftist regimes in Latin America. False flag terrorist attacks were carried out in Latin America and other regions as part of the CIA’s “Dirty Wars“. And see this. (35) An Indonesian fact-finding team investigated violent riots which occurred in 1998, and determined that “elements of the military had been involved in the riots, some of which were deliberately provoked”. (36) Senior Russian Senior military and intelligence officers admit that the KGB blew up Russian apartment buildings in 1999 and falsely blamed it on Chechens, in order to justify an invasion of Chechnya (and see this report and this discussion). (37) According to the Washington Post, Indonesian police admit that the Indonesian military killed American teachers in Papua in 2002 and blamed the murders on a Papuan separatist group in order to get that group listed as a terrorist organization. (38) The well-respected former Indonesian president also admits that the government probably had a role in the Bali bombings. (39) As reported by BBC, the New York Times, and Associated Press, Macedonian officials admit that the government murdered 7 innocent immigrants in cold blood and pretended that they were Al Qaeda soldiers attempting to assassinate Macedonian police, in order to join the “war on terror”. (40) Senior police officials in Genoa, Italy admitted that – in July 2001, at the G8 summit in Genoa – planted two Molotov cocktails and faked the stabbing of a police officer, in order to justify a violent crackdown against protesters. (41) The U.S. falsely blamed Iraq for playing a role in the 9/11 attacks – as shown by a memo from the defense secretary – as one of the main justifications for launching the Iraq war. Even after the 9/11 Commission admitted that there was no connection, Dick Cheney said that the evidence is “overwhelming” that al Qaeda had a relationship with Saddam Hussein’s regime, that Cheney “probably” had information unavailable to the Commission, and that the media was not ‘doing their homework’ in reporting such ties. Top U.S. government officials now admit that the Iraq war was really launched for oil … not 9/11 or weapons of mass destruction. Despite previous “lone wolf” claims, many U.S. government officials now say that 9/11 was state-sponsored terror; but Iraq was not the state which backed the hijackers. (Many U.S. officials have alleged that 9/11 was a false flag operation by rogue elements of the U.S. government.). (42) Although the FBI now admits that the 2001 anthrax attacks were carried out by one or more U.S. government scientists, a senior FBI official says that the FBI was actually told to blame the Anthrax attacks on Al Qaeda by White House officials (remember what the anthrax letters looked like). Government officials also confirm that the white House tried to link the anthrax to Iraq as a justification for regime change in that country. (43) Former Department of Justice lawyer John Yoo suggested in 2005 that the US should go on the offensive against al-Qaeda, having “our intelligence agencies create a false terrorist organization. It could have its own websites, recruitment centers, training camps, and fundraising operations. It could launch fake terrorist operations and claim credit for real terrorist strikes, helping to sow confusion within al-Qaeda’s ranks, causing operatives to doubt others’ identities and to question the validity of communications.” (44) United Press International reported in June 2005: U.S. intelligence officers are reporting that some of the insurgents in Iraq are using recent-model Beretta 92 pistols, but the pistols seem to have had their serial numbers erased. The numbers do not appear to have been physically removed; the pistols seem to have come off a production line without any serial numbers. Analysts suggest the lack of serial numbers indicates that the weapons were intended for intelligence operations or terrorist cells with substantial government backing. Analysts speculate that these guns are probably from either Mossad or the CIA. Analysts speculate that agent provocateurs may be using the untraceable weapons even as U.S. authorities use insurgent attacks against civilians as evidence of the illegitimacy of the resistance. (45) Undercover Israeli soldiers admitted in 2005 to throwing stones at other Israeli soldiers so they could blame it on Palestinians, as an excuse to crack down on peaceful protests by the Palestinians. (46) Quebec police admitted that, in 2007, thugs carrying rocks to a peaceful protest were actually undercover Quebec police officers (and see this). (47) At the G20 protests in London in 2009, a British member of parliament saw plain clothes police officers attempting to incite the crowd to violence. (48) Egyptian politicians admitted (and see this) that government employees looted priceless museum artifacts in 2011 to try to discredit the protesters. (49) A Colombian army colonel has admitted that his unit murdered 57 civilians, then dressed them in uniforms and claimed they were rebels killed in combat. (50) The highly-respected writer for the Telegraph Ambrose Evans-Pritchard says that the head of Saudi intelligence – Prince Bandar – recently admitted that the Saudi government controls “Chechen” terrorists. (51) High-level American sources admitted that the Turkish government – a fellow NATO country – carried out the chemical weapons attacks blamed on the Syrian government; and high-ranking Turkish government admitted on tape plans to carry out attacks and blame it on the Syrian government. (52) The former Ukrainian security chief admits that the sniper attacks which started the Ukrainian coup were carried out in order to frame others. (53) Britain’s spy agency has admitted (and see this) that it carries out “digital false flag” attacks on targets, framing people by writing offensive or unlawful material … and blaming it on the target. So Common … There’s a Name for It The use of the bully’s trick is so common that it was given a name hundreds of years ago. “False flag terrorism” is defined as a government attacking its own people, then blaming others in order to justify going to war against the people it blames. Or as Wikipedia defines it: False flag operations are covert operations conducted by governments, corporations, or other organizations, which are designed to appear as if they are being carried out by other entities. The name is derived from the military concept of flying false colors; that is, flying the flag of a country other than one’s own. False flag operations are not limited to war and counter-insurgency operations, and have been used in peace-time; for example, during Italy’s strategy of tension. The term comes from the old days of wooden ships, when one ship would hang the flag of its enemy before attacking another ship. Because the enemy’s flag, instead of the flag of the real country of the attacking ship, was hung, it was called a “false flag” attack. So George Floyd spent a horrific eight minutes and 46 seconds with a man’s knee pressing on his neck until he died. That is a crime. Police are not hired to play judge, jury and executioner. They are supposed to protect and serve the people of their community. But while the battle cry to defund the police may be necessary, there is still the problem of Black-on-Black crime. All police are not responsible for the harm inflicted on every Black man. Black people must demand the same treatment from each other as they do from law enforcement. There is, however, another deep underlying problem. Too many police view Black men with the same loathing some Black people have for each other. How many people can honestly say they respect a Black man sitting next to them in a classroom or on a job site if his skin color is different from their own? If they see a group of Black men walking towards them, does a hint of fear invade their senses? These are problems many people of color face in America. Hatred and racism are learned behaviors. Many of the stereotypes of the way we talk and act that we see in the media are taken as reality. Could it be conditioning, as described in a speech that a slave owner named William Lynch delivered in 1712 on the banks of the James River in Virginia, according to legend? In that speech, the story goes, Lynch said slaves are easily controlled by exploiting differences such as age and skin color in order to pit them against each other. He ensured this method would work to control slaves for at least 300 years. Too many Black men are killing each other in the name of gang warfare, drugs and false pride. I am a firm believer that Black Lives Matter. When Black people are united, nothing can stop us. Every American grows up pledging allegiance to the flag. That pledge teaches that united we stand and divided we will fall. I ask myself if the mantra Black Lives Matter is truly a belief that all Black men in America harbor. I question this because too often Black people continue to kill each other on a daily basis. On the streets of Long Beach, California, there are Black gang turf wars ignited over sports apparel. Whether someone wears Raiders, Steelers, or Cowboys football gear — all of it can be grounds to be shot due to senseless gang violence. Gang violence hasn’t just plagued California, though. It’s a problem that exists around the world. So it begs the question: How do we explain Black men killing Black men at such an alarming rate? Black men account for 52 percent of all homicide victims, despite making up less than 7 percent of the population, according to the Centers for Disease Control. Some social scientists have deemed fratricide committed by Black people to be more on pace with genocide. Raphael Lemkin, a lawyer, coined that term in the 1940s to describe what happened to Jews in Nazi Germany; he had earlier investigated the Turkish government’s massacre of the Armenian people from 2015 to 2018. In the 1970s in Africa, an estimated three hundred thousand people were murdered under the rule of Idi Amin, and roughly five hundred thousand died under his successor Milton Obote. Roughly 800,000 Tutsi people and others were killed by Hutu people during the 1994 Rwandan genocide. These turf wars took place on our mother soil. It’s not clear where that ideology of superiority originated, or where the notion to kill each other for that purpose came from. But this type of systematic killing of fellow Africans seems to be done for social status. The idea that we’re ridding ourselves of an inferior group when we’re all African is ludicrous, yet the same thought process takes place on American soil. African genocide is relevant as it shows the thought process behind what Blacks do in America to each other physically, over something as trivial as clothing, and mentally, especially in rap music. Imagine a world with no rap music, no hip-hop gear, a place where young Black men are considered an endangered species. America isn’t too far away from that as a reality if more Black people don’t wake up. I am a Black man and I encourage others to change and stop the needless loss of Black Lives that Matter. I’ve personally witnessed levels of Black-on-Black racism, Black people killing Black people — it’s almost psychotic. Inter-racism among Black people is normal in too many communities. The N-word is used so frequently that Black people do not feel disrespected by the word. We hear it so much that it has literally become a part of the African-American vernacular. Conversely, those who depart from the use of such language and seek to broaden their education are sometimes criticized and ridiculed by other Black people, who accuse them of “acting White” instead of exhibiting some degree of intelligence. There are even instances in the Black community that provoke unsolicited laughter and finger pointing at a so-called “Uncle Tom” seen being interviewed using proper or “White” grammar. “You know he from the ghetto,” one might say. It seems that some Black people have forgotten that the slaves who were brought to America were descendants of Kings and Queens from the Motherland in Africa. That Black people in America would be better off if they understood intelligence is not an act. Society can alter the mind of each Black man by changing the way he thinks about himself and his brother, so that when Black people witness other Black people making it in the world, they feel joy for the strides towards success his brother or sister has made instead of envy. Is the current envy that is so prevalent a throwback to the times of slavery and Jim Crow that shaped such a mentality? Perhaps it is historic from our slavery days, when those who lived in the house were envied by those who lived in the fields. Perhaps it’s no more than an inherent need to want what the next man possesses. This behavior has been transferred to Black people from a distorted ideology. Because of this, Whites probably don’t believe we respect each other or value each other’s lives. And why should we? What happened to George Floyd and so many others whose lives were cut short by acts of senseless police violence is a brutal tragedy. I don’t see it changing, regardless of police policy changes, until Black people learn to respect each other — until, when we see another man of color, we do not see the color of his skin, but the merit of his conduct, instead of the reality of what some see: light skin, dark skin, good hair, nappy hair. These types of stereotypes are sad but true. Lynch suggested to slave owners that they exploit differences, such as age and skin color, to pit slaves against each other. The rest, as it’s said, is history. There is a solution. We need to embrace one another. There is a real need to talk about the shame and pain we carry. Agenda 21 and 2030 Agenda for Sustainable Development is a non-binding, voluntarily implemented action plan of the United Nations with regard to sustainable development. It was adopted by more than 178 countries at the Earth Summit in Rio de Janeiro, Brazil, in 1992. It is an action agenda for the UN, other multilateral organizations, and individual governments around the world that can be executed at local, national, and global levels. Agenda 21 aims to build a global partnership for sustainable development to improve human lives and protect the environment. Its 17 Sustainable Development Goals (SDGs) and 169 targets aim at eradicating poverty in all forms and achieving gender equality. The "21" in Agenda 21 refers to the 21st century. The new Agenda is guided by the purposes and principles of the Charter of the United Nations, including full respect for international law. It is grounded in the Universal Declaration of Human Rights, international human rights treaties, the Millennium Declaration and the 2005 World Summit Outcome Document. It is informed by other instruments such as the Declaration on the Right to Development. 11. We reaffirm the outcomes of all major UN conferences and summits which have laid a solid foundation for sustainable development and have helped to shape the new Agenda. These include the Rio Declaration on Environment and Development; the World Summit on Sustainable Development; the World Summit for Social Development; the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action; and the United Nations Conference on Sustainable Development ("Rio+ 20"). We also reaffirm the follow-up to these conferences, including the outcomes of the Fourth United Nations Conference on the Least Developed Countries, the Third International Conference on Small Island Developing States; the Second United Nations Conference on Landlocked Developing Countries; and the Third UN World Conference on Disaster Risk Reduction. 12. We reaffirm all the principles of the Rio Declaration on Environment and Development, including, inter alia, the principle of common but differentiated responsibilities, as set out in principle 7 thereof. 13. The challenges and commitments contained in these major conferences and summits are interrelated and call for integrated solutions. To address them effectively, a new approach is needed. Sustainable development recognizes that eradicating poverty in all its forms and dimensions, combatting inequality within and among countries, preserving the planet, creating sustained, inclusive and sustainable economic growth and fostering social inclusion are linked to each other and are interdependent. Our world today 14. We are meeting at a time of immense challenges to sustainable development. Billions of our citizens continue to live in poverty and are denied a life of dignity. There are rising inequalities within and among countries. There are enormous disparities of opportunity, wealth and power. Gender inequality remains a key challenge. Unemployment, particularly youth unemployment, is a major concern. Global health threats, more frequent and intense natural disasters, spiralling conflict, violent extremism, terrorism and related humanitarian crises and forced displacement of people threaten to reverse much of the development progress made in recent decades. Natural resource depletion and adverse impacts of environmental degradation, including desertification, drought, land degradation, freshwater scarcity and loss of biodiversity, add to and exacerbate the list of challenges which humanity faces. Climate change is one of the greatest challenges of our time and its adverse impacts undermine the ability of all countries to achieve sustainable development. Increases in global temperature, sea level rise, ocean acidification and other climate change impacts are seriously affecting coastal areas and low-lying coastal countries, including many least developed countries and small island developing States. The survival of many societies, and of the biological support systems of the planet, is at risk. 15. It is also, however, a time of immense opportunity. Significant progress has been made in meeting many development challenges. Within the past generation, hundreds of millions of people have emerged from extreme poverty. Access to education has greatly increased for both boys and girls. The spread of information and communications technology and global interconnectedness has great potential to accelerate human progress, to bridge the digital divide and to develop knowledge societies, as does scientific and technological innovation across areas as diverse as medicine and energy. 16. Almost fifteen years ago, the Millennium Development Goals were agreed. These provided an important framework for development and significant progress has been made in a number of areas. But the progress has been uneven, particularly in Africa, least developed countries, landlocked developing countries, and small island developing States, and some of the MDGs remain off-track, in particular those related to maternal, newborn and child health and to reproductive health. We recommit ourselves to the full realization of all the MDGs, including the off-track MDGs, in particular by providing focussed and scaled-up assistance to least developed countries and other countries in special situations, in line with relevant support programmes. The new Agenda builds on the Millennium Development Goals and seeks to complete what these did not achieve, particularly in reaching the most vulnerable. 17. In its scope, however, the framework we are announcing today goes far beyond the MDGs. Alongside continuing development priorities such as poverty eradication, health, education and food security and nutrition, it sets out a wide range of economic, social and environmental objectives. It also promises more peaceful and inclusive societies. It also, crucially, defines means of implementation. Reflecting the integrated approach that we have decided on, there are deep interconnections and many cross-cutting elements across the new Goals and targets. The new Agenda 18. We are announcing today 17 Sustainable Development Goals with 169 associated targets which are integrated and indivisible. Never before have world leaders pledged common action and endeavour across such a broad and universal policy agenda. We reaffirm that every State has, and shall freely exercise, full permanent sovereignty over all its wealth, natural resources and economic activity. We will implement the Agenda for the full benefit of all, for today’s generation and for future generations. In doing so, we reaffirm our commitment to international law and emphasize that the Agenda is to be implemented in a manner that is consistent with the rights and obligations of states under international law. 19. We reaffirm the importance of the Universal Declaration of Human Rights, as well as other international instruments relating to human rights and international law. We emphasize the responsibilities of all States, in conformity with the Charter of the United Nations, to respect, protect and promote human rights and fundamental freedoms for all, without distinction of any kind as to race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth, disability or other status. 20. Realizing gender equality and the empowerment of women and girls will make a crucial contribution to progress across all the Goals and targets. The achievement of full human potential and of sustainable development is not possible if one half of humanity continues to be denied its full human rights and opportunities. Women and girls must enjoy equal access to quality education, economic resources and political participation as well as equal opportunities with men and boys for employment, leadership and decision-making at all levels. We will work for a significant increase in investments to close the gender gap and strengthen support for institutions in relation to gender equality and the empowerment of women at the global, regional and national levels. All forms of discrimination and violence against women and girls will be eliminated, including through the engagement of men and boys. The systematic mainstreaming of a gender perspective in the implementation of the Agenda is crucial. 21. The new Goals and targets will come into effect on 1 January 2016 and will guide the decisions we take over the next fifteen years. All of us will work to implement the Agenda within our own countries and at the regional and global levels, taking into account different national realities, capacities and levels of development and respecting national policies and priorities We will respect national policy space for sustained, inclusive and sustainable economic growth, in particular for developing states, while remaining consistent with relevant international rules and commitments. We acknowledge also the importance of the regional and sub-regional dimensions, regional economic integration and interconnectivity in sustainable development. Regional and sub-regional frameworks can facilitate the effective translation of sustainable development policies into concrete action at national level. 22. Each country faces specific challenges in its pursuit of sustainable development. The most vulnerable countries and, in particular, African countries, least developed countries, landlocked developing countries and small island developing states deserve special attention, as do countries in situations of conflict and post-conflict countries. There are also serious challenges within many middle-income countries. 23. People who are vulnerable must be empowered. Those whose needs are reflected in the Agenda include all children, youth, persons with disabilities (of whom more than 80% live in poverty), people living with HIV/AIDS, older persons, indigenous peoples, refugees and internally displaced persons and migrants. We resolve to take further effective measures and actions, in conformity with international law, to remove obstacles and constraints, strengthen support and meet the special needs of people living in areas affected by complex humanitarian emergencies and in areas affected by terrorism. 24. We are committed to ending poverty in all its forms and dimensions, including by eradicating extreme poverty by 2030. All people must enjoy a basic standard of living, including through social protection systems. We are also determined to end hunger and to achieve food security as a matter of priority and to end all forms of malnutrition. In this regard, we reaffirm the important role and inclusive nature of the Committee on World Food Security and welcome the Rome Declaration on Nutrition and Framework for Action. We will devote resources to developing rural areas and sustainable agriculture and fisheries, supporting smallholder farmers, especially women farmers, herders and fishers in developing countries, particularly least developed countries. 25. We commit to providing inclusive and equitable quality education at all levels – early childhood, primary, secondary, tertiary, technical and vocational training. All people, irrespective of sex, age, race, ethnicity, and persons with disabilities, migrants, indigenous peoples, children and youth, especially those in vulnerable situations, should have access to life-long learning opportunities that help them acquire the knowledge and skills needed to exploit opportunities and to participate fully in society. We will strive to provide children and youth with a nurturing environment for the full realization of their rights and capabilities, helping our countries to reap the demographic dividend including through safe schools and cohesive communities and families. 26. To promote physical and mental health and well-being, and to extend life expectancy for all, we must achieve universal health coverage and access to quality health care. No one must be left behind. We commit to accelerating the progress made to date in reducing newborn, child and maternal mortality by ending all such preventable deaths before 2030. We are committed to ensuring universal access to sexual and reproductive health-care services, including for family planning, information and education. We will equally accelerate the pace of progress made in fighting malaria, HIV/AIDS, tuberculosis, hepatitis, Ebola and other communicable diseases and epidemics, including by addressing growing anti-microbial resistance and the problem of unattended diseases affecting developing countries. We are committed to the prevention and treatment of non-communicable diseases, including behavioural, developmental and neurological disorders, which constitute a major challenge for sustainable development. 27. We will seek to build strong economic foundations for all our countries. Sustained, inclusive and sustainable economic growth is essential for prosperity. This will only be possible if wealth is shared and income inequality is addressed. We will work to build dynamic, sustainable, innovative and people-centred economies, promoting youth employment and women’s economic empowerment, in particular, and decent work for all. We will eradicate forced labour and human trafficking and end child labour in all its forms. All countries stand to benefit from having a healthy and well-educated workforce with the knowledge and skills needed for productive and fulfilling work and full participation in society. We will strengthen the productive capacities of least-developed countries in all sectors, including through structural transformation. We will adopt policies which increase productive capacities, productivity and productive employment; financial inclusion; sustainable agriculture, pastoralist and fisheries development; sustainable industrial development; universal access to affordable, reliable, sustainable and modern energy services; sustainable transport systems; and quality and resilient infrastructure. 28. We commit to making fundamental changes in the way that our societies produce and consume goods and services. Governments, international organizations, the business sector and other non-state actors and individuals must contribute to changing unsustainable consumption and production patterns, including through the mobilization, from all sources, of financial and technical assistance to strengthen developing countries’ scientific, technological and innovative capacities to move towards more sustainable patterns of consumption and production. We encourage the implementation of the 10-Year Framework of Programmes on Sustainable Consumption and Production. All countries take action, with developed countries taking the lead, taking into account the development and capabilities of developing countries. 29. We recognize the positive contribution of migrants for inclusive growth and sustainable development. We also recognize that international migration is a multi-dimensional reality of major relevance for the development of countries of origin, transit and destination, which requires coherent and comprehensive responses. We will cooperate internationally to ensure safe, orderly and regular migration involving full respect for human rights and the humane treatment of migrants regardless of migration status, of refugees and of displaced persons. Such cooperation should also strengthen the resilience of communities hosting refugees, particularly in developing countries. We underline the right of migrants to return to their country of citizenship, and recall that States must ensure that their returning nationals are duly received. 30. States are strongly urged to refrain from promulgating and applying any unilateral economic, financial or trade measures not in accordance with international law and the Charter of the United Nations that impede the full achievement of economic and social development, particularly in developing countries. 31. We acknowledge that the UNFCCC is the primary international, intergovernmental forum for negotiating the global response to climate change. We are determined to address decisively the threat posed by climate change and environmental degradation. The global nature of climate change calls for the widest possible international cooperation aimed at accelerating the reduction of global greenhouse gas emissions and addressing adaptation to the adverse impacts of climate change. We note with grave concern the significant gap between the aggregate effect of Parties’ mitigation pledges in terms of global annual emissions of greenhouse gases by 2020 and aggregate emission pathways consistent with having a likely chance of holding the increase in global average temperature below 2 °C or 1.5 °C above pre-industrial levels. 32. Looking ahead to the COP21 conference in Paris in December, we underscore the commitment of all States to work for an ambitious and universal climate agreement. We reaffirm that the protocol, another legal instrument or agreed outcome with legal force under the Convention applicable to all Parties shall address in a balanced manner, inter alia, mitigation, adaptation, finance, technology development and transfer, and capacity-building, and transparency of action and support. 33. We recognise that social and economic development depends on the sustainable management of our planet’s natural resources. We are therefore determined to conserve and sustainably use oceans and seas, freshwater resources, as well as forests, mountains and drylands and to protect biodiversity, ecosystems and wildlife. We are also determined to promote sustainable tourism, tackle water scarcity and water pollution, to strengthen cooperation on desertification, dust storms, land degradation and drought and to promote resilience and disaster risk reduction. In this regard, we look forward to COP13 of the Convention on Biological Diversity to be held in Mexico in 2016. 34. We recognize that sustainable urban development and management are crucial to the quality of life of our people. We will work with local authorities and communities to renew and plan our cities and human settlements so as to foster community cohesion and personal security and to stimulate innovation and employment. We will reduce the negative impacts of urban activities and of chemicals which are hazardous for human health and the environment, including through the environmentally sound management and safe use of chemicals, the reduction and recycling of waste and more efficient use of water and energy. And we will work to minimize the impact of cities on the global climate system. We will also take account of population trends and projections in our national, rural and urban development strategies and policies. We look forward to the upcoming United Nations Conference on Housing and Sustainable Urban Development in Quito, Ecuador. 35. Sustainable development cannot be realized without peace and security; and peace and security will be at risk without sustainable development. The new Agenda recognizes the need to build peaceful, just and inclusive societies that provide equal access to justice and that are based on respect for human rights (including the right to development), on effective rule of law and good governance at all levels and on transparent, effective and accountable institutions. Factors which give rise to violence, insecurity and injustice, such as inequality, corruption, poor governance and illicit financial and arms flows, are addressed in the Agenda. We must redouble our efforts to resolve or prevent conflict and to support post-conflict countries, including through ensuring that women have a role in peace-building and state-building. We call for further effective measures and actions to be taken, in conformity with international law, to remove the obstacles to the full realization of the right of self-determination of peoples living under colonial and foreign occupation, which continue to adversely affect their economic and social development as well as their environment. 36. We pledge to foster inter-cultural understanding, tolerance, mutual respect and an ethic of global citizenship and shared responsibility. We acknowledge the natural and cultural diversity of the world and recognize that all cultures and civilizations can contribute to, and are crucial enablers of, sustainable development. 37. Sport is also an important enabler of sustainable development. We recognize the growing contribution of sport to the realization of development and peace in its promotion of tolerance and respect and the contributions it makes to the empowerment of women and of young people, individuals and communities as well as to health, education and social inclusion objectives. 38. We reaffirm, in accordance with the Charter of the United Nations, the need to respect the territorial integrity and political independence of States. Means of Implementation 39. The scale and ambition of the new Agenda requires a revitalized Global Partnership to ensure its implementation. We fully commit to this. This Partnership will work in a spirit of global solidarity, in particular solidarity with the poorest and with people in vulnerable situations. It will facilitate an intensive global engagement in support of implementation of all the Goals and targets, bringing together Governments, the private sector, civil society, the United Nations system and other actors and mobilizing all available resources. 40. The means of implementation targets under Goal 17 and under each SDG are key to realising our Agenda and are of equal importance with the other Goals and targets. The Agenda, including the SDGs, can be met within the framework of a revitalized global partnership for sustainable development, supported by the concrete policies and actions as outlined in the outcome document of the Third International Conference on Financing for Development, held in Addis Ababa from 13-16 July 2015. We welcome the endorsement by the General Assembly of the Addis Ababa Action Agenda, which is an integral part of the 2030 Agenda for Sustainable Development. We recognize that the full implementation of the Addis Ababa Action Agenda is critical for the realization of the Sustainable Development Goals and targets. 41. We recognize that each country has primary responsibility for its own economic and social development. The new Agenda deals with the means required for implementation of the Goals and targets. We recognize that these will include the mobilization of financial resources as well as capacity-building and the transfer of environmentally sound technologies to developing countries on favourable terms, including on concessional and preferential terms, as mutually agreed. Public finance, both domestic and international, will play a vital role in providing essential services and public goods and in catalyzing other sources of finance. We acknowledge the role of the diverse private sector, ranging from micro-enterprises to cooperatives to multinationals, and that of civil society organizations and philanthropic organizations in the implementation of the new Agenda. 42. We support the implementation of relevant strategies and programmes of action, including the Istanbul Declaration and Programme of Action, the SIDS Accelerated Modalities of Action (SAMOA) Pathway, the Vienna Programme of Action for Landlocked Developing Countries for the Decade 2014-2024, and reaffirm the importance of supporting the African Union’s Agenda 2063 and the programme of the New Partnership for Africa’s Development (NEPAD), all of which are integral to the new Agenda. We recognize the major challenge to the achievement of durable peace and sustainable development in countries in conflict and post-conflict situations. 43. We emphasize that international public finance plays an important role in complementing the efforts of countries to mobilize public resources domestically, especially in the poorest and most vulnerable countries with limited domestic resources. An important use of international public finance, including ODA, is to catalyse additional resource mobilization from other sources, public and private. ODA providers reaffirm their respective commitments, including the commitment by many developed countries to achieve the target of 0.7% of ODA/GNI to developing countries and 0.15% to 0.2% of ODA/GNI to least developed countries. 44. We acknowledge the importance for international financial institutions to support, in line with their mandates, the policy space of each country, in particular developing countries. We recommit to broadening and strengthening the voice and participation of developing countries – including African countries, least developed countries, land-locked developing countries, small-island developing States and middle-income countries – in international economic decision-making, norm-setting and global economic governance. 45. We acknowledge also the essential role of national parliaments through their enactment of legislation and adoption of budgets and their role in ensuring accountability for the effective implementation of our commitments. Governments and public institutions will also work closely on implementation with regional and local authorities, sub-regional institutions, international institutions, academia, philanthropic organisations, volunteer groups and others. 46. We underline the important role and comparative advantage of an adequately resourced, relevant, coherent, efficient and effective UN system in supporting the achievement of the SDGs and sustainable development. While stressing the importance of strengthened national ownership and leadership at country level, we express our support for the ongoing ECOSOC Dialogue on the longer-term positioning of the United Nations development system in the context of this Agenda. Follow-up and review 47. Our Governments have the primary responsibility for follow-up and review, at the national, regional and global levels, in relation to the progress made in implementing the Goals and targets over the coming fifteen years. To support accountability to our citizens, we will provide for systematic follow-up and review at the various levels, as set out in this Agenda and the Addis Ababa Action Agenda. The High Level Political Forum under the auspices of the General Assembly and the Economic and Social Council will have the central role in overseeing follow-up and review at the global level. 48. Indicators are being developed to assist this work. Quality, accessible, timely and reliable disaggregated data will be needed to help with the measurement of progress and to ensure that no one is left behind. Such data is key to decision-making. Data and information from existing reporting mechanisms should be used where possible. We agree to intensify our efforts to strengthen statistical capacities in developing countries, particularly African countries, least developed countries, landlocked developing countries, small island developing States and middle-income countries. We are committed to developing broader measures of progress to complement gross domestic product (GDP). A call for action to change our world 49. Seventy years ago, an earlier generation of world leaders came together to create the United Nations. From the ashes of war and division they fashioned this Organization and the values of peace, dialogue and international cooperation which underpin it. The supreme embodiment of those values is the Charter of the United Nations. 50. Today we are also taking a decision of great historic significance. We resolve to build a better future for all people, including the millions who have been denied the chance to lead decent, dignified and rewarding lives and to achieve their full human potential. We can be the first generation to succeed in ending poverty; just as we may be the last to have a chance of saving the planet. The world will be a better place in 2030 if we succeed in our objectives. 51. What we are announcing today – an Agenda for global action for the next fifteen years – is a charter for people and planet in the twenty-first century. Children and young women and men are critical agents of change and will find in the new Goals a platform to channel their infinite capacities for activism into the creation of a better world. 52. "We the Peoples" are the celebrated opening words of the UN Charter. It is "We the Peoples" who are embarking today on the road to 2030. Our journey will involve Governments as well as Parliaments, the UN system and other international institutions, local authorities, indigenous peoples, civil society, business and the private sector, the scientific and academic community – and all people. Millions have already engaged with, and will own, this Agenda. It is an Agenda of the people, by the people, and for the people – and this, we believe, will ensure its success. 53. The future of humanity and of our planet lies in our hands. It lies also in the hands of today’s younger generation who will pass the torch to future generations. We have mapped the road to sustainable development; it will be for all of us to ensure that the journey is successful and its gains irreversible. Sustainable Development Goals and targets 54. Following an inclusive process of intergovernmental negotiations, and based on the Proposal of the Open Working Group on Sustainable Development Goals , which includes a chapeau contextualising the latter, the following are the Goals and targets which we have agreed. 55. The SDGs and targets are integrated and indivisible, global in nature and universally applicable, taking into account different national realities, capacities and levels of development and respecting national policies and priorities. Targets are defined as aspirational and global, with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. Each government will also decide how these aspirational and global targets should be incorporated in national planning processes, policies and strategies. It is important to recognize the link between sustainable development and other relevant ongoing processes in the economic, social and environmental fields. 56. In deciding upon these Goals and targets, we recognise that each country faces specific challenges to achieve sustainable development, and we underscore the special challenges facing the most vulnerable countries and, in particular, African countries, least developed countries, landlocked developing countries and small island developing States, as well as the specific challenges facing the middle-income countries. Countries in situations of conflict also need special attention. 57. We recognize that baseline data for several of the targets remain unavailable, and we call for increased support for strengthening data collection and capacity building in Member States, to develop national and global baselines where they do not yet exist. We commit to addressing this gap in data collection so as to better inform the measurement of progress, in particular for those targets below which do not have clear numerical targets. 58. We encourage ongoing efforts by states in other fora to address key issues which pose potential challenges to the implementation of our Agenda; and we respect the independent mandates of those processes. We intend that the Agenda and its implementation would support, and be without prejudice to, those other processes and the decisions taken therein. 59. We recognise that there are different approaches, visions, models and tools available to each country, in accordance with its national circumstances and priorities, to achieve sustainable development; and we reaffirm that planet Earth and its ecosystems are our common home and that ‘Mother Earth’ is a common expression in a number of countries and regions. Poverty has declined dramatically around the world and people are healthier, more educated and better connected than ever before. However, this progress has been uneven. Social and economic inequalities persist and, in many cases, have worsened. Virtually everywhere, some individuals and groups confront barriers that prevent them from fully participating in economic, social and political life. Against this backdrop, inclusiveness and shared prosperity have emerged as core aspirations of the 2030 Agenda for Sustainable Development. A central pledge contained in the 2030 Agenda is to ensure that no one will be left behind and to see all goals and targets met for all nations, peoples and for all parts of society, endeavouring to reach the furthest behind first. The focus of the 2030 Agenda on inclusiveness underscores the need to identify who is being left behind and in what ways. This is what the Report on the World Social Situation 2016 sets out to do. Specifically, the report contains an examination of the patterns of social exclusion and consideration of whether development processes have been inclusive, with particular attention paid to the links between exclusion, poverty and employment trends. Key challenges to social inclusion are highlighted along with policy imperatives to promote it. It is recognized in the report that promoting inclusion will take time and political determination. Principle 16, titled "consensual sexual conduct," stated that sexual conduct involving persons below the domestically prescribed minimum age of consent to sex may be consensual. The principles were the product of a 2018 workshop between the three organizations and developed over the next five years based on feedback and reviews from a range of experts and stakeholders. The principles did not call for the abolishment of any minimum age of consent, but rather that criminal laws should not be biased in favor of any sex/gender, or age of consent to marriage. THE 8 MARCH PRINCIPLES FOR A HUMAN RIGHTS-BASED APPROACH TO CRIMINAL LAW PROSCRIBING CONDUCT ASSOCIATED WITH SEX, REPRODUCTION, DRUG USE, HIV, HOMELESSNESS AND POVERTY Special PART III Application to the Criminalization of Conduct Associated with Sex, Reproduction, Drug Use, HIV, Homelessness and Poverty The principles set out below result from, reflect and have been elaborated by applying the general principles and legal standards in General Part I and Part II, above, to the criminalization of conduct associated with: a) sexual and reproductive health and rights, including abortion; b) consensual sexual activities, including in such contexts as sex outside marriage, same-sex sexual relations, adolescent sexual activity and sex work; c) gender identity and gender expression; d) HIV non-disclosure, exposure or transmission; e) drug use and the possession of drugs for personal use; and f) homelessness and poverty. PRINCIPLE 14 – SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS No one may be held criminally liable for exercising their rights to sexual and reproductive health, such as requesting, accessing or using sexual and reproductive health facilities, services and goods, including information. Criminal law may not in any way impair the right to: a) make and act on decisions about one’s own body, sexuality and reproduction – such as about pregnancy; contraception, including emergency contraception; comprehensive abortion care; prophylaxis for sexually transmitted infections; gender-affirming care/therapy; and/or b) access health facilities, services and goods, including information. No one may be held criminally liable on the basis that their conduct is alleged to be harmful to their own pregnancy, such as alcohol or drug consumption or contracting HIV or transmitting it to the foetus while pregnant, or for their own pregnancy loss. Where the person’s conduct might also constitute an independent criminal offence, unrelated to their pregnancy, there must be no additional criminal consequences arising from any alleged harm to their pregnancy. True Titles Of Nobility Our early legislators were so concerned regarding the "still" close relationship with the British Crown hence Article I, Section 9, Clause 8 which is included in the Constitution. The Titles of Nobility Amendment was proposed in 1810 and submitted to the states for ratification. By early 1812, eleven states had ratified the amendment. However, it required ratification by thirteen states to become part of the Constitution. On February 27, 1818, President James Monroe communicated to Congress that the required number of ratifications had not been reached. The amendment was rejected by Virginia (February 14, 1811), New York (March 12, 1812), Connecticut (May 13, 1813), and Rhode Island (September 15, 1814). No other state legislature has completed ratification action on it. The amendment would have stripped United States citizenship from any citizen who accepted a title of nobility from an "emperor, king, prince or foreign power". According to historian Michael Vorenberg of Brown University, having a nephew of the emperor of France growing up on American soil might have made the pro-British Federalists uneasy, or, just as likely, suggested to them a way to tie the Republicans to the French Legion of Honor, the Trilateral Commission of its day. Desiring to get out in front of the issue—or possibly seeking to score points against the Federalists, who had their own embarrassing ties to the British aristocracy—Republican Sen. Reed's bill passed both houses easily, and as of Dec. 9, 1812, had been ratified by 12 states and seemed headed for adoption, at which point war intervened. Here, histories diverge. The mainstream view is that the "Titles of Nobility Amendment" (TONA) never achieved the necessary 13 ratifications—three quarters of the 17 states as of 1810—and fell further behind as more states joined the union. That ought to have been the end of it, says Jol A. Silversmith, a lawyer in private practice who has written the definitive account of the "missing amendment." And so it was until the 1980s, when a conspiracy-minded researcher named David Dodge came across an 1825 copy of the Constitution including this provision. Further research led Dodge to conclude that TONA had been ratified by Virginia no later than 1819 and was an accepted, if largely unnoted, part of the Constitution from then until its mysterious disappearance around the time of the Civil War. If you find it hard to believe that an amendment to the Constitution could have been in effect for four decades and then mysteriously excised and forgotten, well, the times were different. There was no single reference copy of the Constitution to which scribes with quill pens ceremoniously added amendments as they were ratified. Dodge claims to have turned up numerous pre–Civil War copies of the Constitution containing the missing amendment, but that doesn't add up to proof. Even Congress was confused about the status of TONA and requested clarification from President James Monroe, who turned the question over to Secretary of State John Quincy Adams, who reported that it had not been ratified. The evidence that Virginia ever did approve TONA is circumstantial, but, as Silversmith points out, it's also irrelevant, because already by April 30, 1812, with the admission of Louisiana, ratification required 14 states (of 18). To hang the argument on what Virginia may have done in 1819 assumes that adoption required ratification only by three quarters of the states in the union at the time the amendment was submitted in 1810, i.e., 13 of 17. That view has had its adherents over the centuries, but apart from its inherent illogic—surely the high hurdle the Founding Fathers erected to Constitutional amendments wasn't meant to shrink as the country grew—we now have a clear precedent that establishes the opposite. That's the 27th Amendment (on Congressional pay), which was proposed in 1789 but was deemed ratified only in 1992 when it was passed by 38 states—three quarters of 50, not of 13. In the world of the Thirteenthers, though, it's all a conspiracy, and the leading suspects are those shady characters who put "esquire" after their names. To quote the Web site Constitutional Concepts, "This Amendment was for the specific purpose of banning participation in government operations by attorneys and bankers who claimed the Title of Nobility of 'Esquire.' In other words—well, we're not sure how to explain it any better, but Constitutional Concepts CEO Jim Barrus says in an e-mail that enforcement of the 13th Amendment would strike a blow against "the elected politicians who have grand plans of ruling every facet of America," and would essentially delegitimize virtually every act of the federal government since 1819. Who wouldn't want that? Naturally, most lawyers see it differently. "The esquire thing is ridiculous," says R. B. Bernstein, a professor at New York Law School and author of Amending America. "'Esquire' is not a title of nobility. Back then, they were worried about people accepting literal titles of aristocracy that convey land or privileges, things you can leave to your kids." Lawyers obviously command certain privileges, but they are not inherited. There are, of course, other implications of Thirteenthism, such as ensuring that the United States never again suffers the humiliation of having a president win the Nobel Peace Prize. That was just what the Iowa Republicans had in mind, according to Plogmann, who wrote in an e-mail that the plank "was meant to make a statement about the delegates' opinion about Mr. Obama receiving the prize." (Presumably they didn't mind if, in the process, they were also making a statement about any American scientist or writer unlucky enough to win a Nobel.) Unfortunately for them, the Department of Justice looked into whether Obama needed Congressional approval to accept the Nobel under the existing emoluments clause, and based on the meaning of "foreign state" (which would not cover the Nobel Prize Committee) concluded that he did not. But they could be playing with fire. "We're in a constitutional silly season," says Bernstein, "and whether you are of the left or the right, if you take the Constitution seriously, it's very troubling." The threat posed by the 13th Amendment is remote; as far as can be determined, no other state has followed the Iowa GOP in calling for ratification, and no bill of ratification has been introduced into the Iowa legislature. Writer Jerry Adler’s 2010 explanation of the “Thirteenthers” controversy is pretty detailed and covers both sides of the issue—which isn’t new but got a big burst of publicity thanks to the Iowa GOP’s 2010 platform. The Iowa Republicans didn’t want the current 13th Amendment banned; they just wanted the “original” one reintroduced for approval. That "missing" proposal was called the “Titles of Nobility Amendment” (or TONA). It sought to ban any American citizen from receiving any foreign title of nobility or receiving foreign favors, such as a pension, without congressional approval. The penalty was loss of citizenship. It was an extension of Article I, Section 9, of the Constitution, which doesn’t allow a public office holder to receive a foreign title or similar honors without the consent of Congress. Today, the idea of a constitutional controversy about the royals may seem kind of silly, but in 1812, the United States was fighting the British and had a rocky relationship with France. The fear of both nations using noble titles as bribes, along with pensions from a foreign government, was persistent. And both the Senate and the House easily passed the TONA and passed it on to the states. By late 1812, a total of 12 states had approved the 13th Amendment and ironically, it needed a 13th state to become ratified. As the War of 1812 escalated, the TONA faded away as an issue and was never ratified. Or so we think. In the 1980s, Adler says a researcher started finding copies of the Constitution from the pre-Civil War era that had TONA listed as the 13th Amendment. The premise was that Virginia’s legislature had approved the amendment in 1819, but somehow, it was never listed as accepted by the federal government. Further research revealed that President James Monroe asked his Secretary of State, John Quincy Adams, to confirm that the TONA was never ratified, which he did. A law journal article from 1999 by Jol A. Silversmith, an attorney, explains how the TONA appeared in widely published versions of the Constitution for more than 30 years, including the official United States Statutes at Large (an official compilation of laws published by the government in 1815). His well-documented article of the “missing” amendment has more than 200 footnotes and a lot of interesting stories about how the Founding Fathers couldn’t keep track of new amendments they had just passed. As the story goes, the editor of the 1815 book of statutes, John Colvin, couldn’t determine if the TONA amendment has been ratified, so he included it in the book with an explanatory note. Then, an official version of the Constitution was given to Congressional members that included the TONA as the 13th Amendment, as an apparent misprint. That triggered a request for Monroe and Adams to verify that the amendment hadn’t been ratified. The United States Statutes at Large wasn’t reprinted until 1845, so the mistake became part of textbooks, state publications, and newspapers, Silversmith said, for decades. So a whole generation of Americans lived during a time when the “phantom” 13th Amendment existed, in some publications. (And with any kind of luck, you can probably find a TONA version of the Constitution at a flea market.) Silversmith also said Virginia's Senate rejected the TONA on February 14, 1811, based upon information in its records. But an official letter or note from the Virginia legislature couldn't be found several years later. But how could the Founding Fathers and their heirs become so confused by a handful of amendments? President John Adams waited three years to acknowledge the 11th Amendment as law, and it took Secretary of State James Madison (the "Father of the Constitution") three months to recognize the 12th Amendment as an effective law. Part of the issue was the lack of a process for states to communicate to the federal government that they had voted in favor of an amendment. Also, the number of states kept changing, which added more confusion to the ratification process. Today, TONA supporters have made several legal challenges to get the “original” 13th Amendment recognized. The issue hasn’t been taken up by the Supreme Court, and Silversmith wrote that a 2005 U.S. district court ruling said that based on Article V of the Constitution, the inclusion of TONA in published documents doesn’t make it an amendment. That hasn’t kept the debate over TONA off the Internet, as there are many websites that claim it is the legitimate 13th Amendment. And there is no expiration date for the TONA amendment, which means that it can be introduced to 35 more states that didn’t vote on it originally. It may seem that preposterous that an amendment from the early 1800s could still become a law today, but the 27th Amendment was proposed in 1789 and finally approved in 1992. The Missing Amendment in the Bill of Rights. Since the ratification of the Constitution, thousands of constitutional amendments have been proposed, but only 27 have survived the process of Article V. Out of these, the most well known are the first 10, also known as the Bill of Rights. Interestingly, 12 amendments were originally proposed, including one on congressional compensation. This proposal later became our 27th amendment, which celebrates its 20th anniversary today. This amendment boasts the longest ratification process of any amendment—200 years! Under the Compensation Clause, Congress has the power to control its own salary. The Anti-Federalists and others at the state-ratifying conventions rightly objected to the danger of allowing this power. In response, James Madison proposed a compensation amendment stating that pay increases would apply only to the next Congress. It read: “No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of representatives shall have intervened.” This change allowed the voters to force Congress to justify their pay increases through an election. Both the House and Senate approved the proposal and sent it (along with 11 other proposed amendments) to the states. The states ratified only 10 of these, now known as the Bill of Rights, but the compensation amendment remained in limbo until the 1980s. In the early 1980s, a Texas undergraduate student’s term paper renewed the ratification effort. Arguing that the amendment’s ratification was still pending, the student raised support across the country on the amendment’s behalf. At the beginning of his campaign, only seven states had ratified the amendment, but thanks to his efforts, Michigan became the final 38th state to ratify the amendment in 1992. Dating from 1966 on, the cables contained unflattering assessments of world leaders, and revealed that the U.S. and Britain had spied on the UN in the lead up to their invasion of Iraq in 2003. #45: In 1967, during the Six-Day War between Israel and a coalition of Arab states, the Israeli Air Force and Navy accidentally attacked the USS Liberty. Saying "I have nothing to hide" and allowing the government to spy on you is like claiming you have nothing to say and allowing the government to take away your right to freedom of speech. In fact, just wearing a MAGA hat is considered “racist” by many individuals on the left. It’s a strong and divisive narrative…but what’s the TRUTH? First of all, the “Dixiecrats,” under Strom Thurmond in 1948), did leave the Democratic Party…but for reasons more than racial. The Truman Administration–following sixteen years of Franklin D. Roosevelt–further desired to federalize and centralize government. The Southern Thurmond “Dixiecrats” believed in traditional “states’ rights” and segregation. The Northern and Western Democratic Party in the 1930s and 1940s was more “progressive” politically. President Roosevelt’s fascination with the Italian dictator Benito Mussolini and fascist government programs in Europe guided many of his domestic policies. Consequently, the 1948 Truman-Democratic platform reflected more centralized and socialist government, thus angering and distancing Southern libertarians. That’s what really split the Democratic Party in 1948. In fact, in a platform that boasted 4,256 words only 106 (2.4%) were even devoted to civil rights (for the black or anyone else). Even more surprisingly was how the party of slavery, segregation, Ku Klux Klan and Confederate secession was quick to pat itself on the back in 1948. In their summary on civil rights the Democratic Party actually claimed it alone was “responsible for the great civil rights gains” and committed to “continuing its efforts to eradicate all racial, religious and economic discrimination.” However, such 1940s political posturing is contradicted by a Jim Crow Democratic South that still lynched blacks, refused school, hotel, restaurant, transportation and restroom facilities to “coloreds” and rigged voting procedures to suppress the black ballot. Therefore, it’s hard to believe “great gains” were actually made by Democrats. Harry Truman was allegedly an inactive participant in the Missouri KKK, and biographers often noted his latent racism against blacks, Jews, Chinese and Japanese throughout his life. Meanwhile Franklin D. Roosevelt nominated a KKK member to the Supreme Court (Hugo Black), put Japanese-Americans into detention camps and refused to welcome black Olympians—including the famed Jesse Owens—to the White House. The Dixiecrat exodus was, again, more about progressive, fascist, socialism than segregation and black civil rights. In the end, despite predictions of a Thomas Dewey victory, the Dixiecrat exodus produced little gain. Truman won the ’48 presidency in a landslide electoral college vote while the Dixiecrat Strom Thurmond mustered an inconsequential 2.4% of the popular vote. Secondly, the Dixiecrats did NOT convert to Republicanism in 1964 (after Lyndon B. Johnson signed the Civil Rights Act) as many historians and journalists now suggest. In fact, most of these racist libertarians returned to the Democratic Party after 1948 and became a significant voting block against civil rights and desegregation throughout the 1950s and early 1960s. According to one historical analysis, of the 1500+ racist “Dixiecrats” only Strom Thurmond and about a dozen others left the Democratic Party for the GOP (less than 1%). Furthermore, Thurmond didn’t switch parties until 16 years after Truman forced him to create his “Dixiecrat” party. Thirdly, Southern whites (the people, not the politicians) did vote more REPUBLICAN in post-1965 elections, but not for racial reasons. Again, the Democratic Party was moving left, toward socialism, nonreligious/atheism and adopting liberal planks on abortion, women and gay rights. The Bible Belt South in the 1970s and 1980s became less racist as de-segregation and civil rights laws were enforced. Consequently, immigration to southern cities (Atlanta, Dallas, Houston, Nashville, Charlotte) by northern and western GOP conservatives rearranged the voting demographic. Southerners are more conservative and that’s why dozens of Democrats switched parties. Did you know notable Republicans Trent Lott, Mike Pence, William Bennett and Rick Perry were all previously Democrat? It’s true. And race was not the reason they switched affiliations…it was due to liberal/socialist policies. Finally, the Republican Party and its leaders have consistently denounced and resisted the “alt right” ultra-conservative racist organizations. It’s why these racists formed their own political party in 2009 (The American Freedom Party). Republicans, historically, have always championed civil rights for the black and all ethnicities. The Civil Rights Act of 1964 passed thanks to widespread Republican support (who had proposed similar legislation in the Eisenhower administration). All Southern Democrats (including those Dixiecrats) voted against it. Oh, and David Duke? He only identified as Republican when politically expedient. Otherwise, he’s been in the Democrat, Populist or Reformed camp. Maybe instead of looking at the anomaly of Strom Thurmond, we should investigate the political expediency of another Democrat: Robert C. Byrd (D-WV) who spent 62 years in public office. Byrd served for over half a century at the national level, as a Representative and, later, a powerful Senator. Byrd died in office (2010) at the ripe age of 92. Hillary Clinton called Byrd a “friend and mentor.” Barack Obama noted how “the arc of his life bent toward justice.” The press gave him a blessed pass. That’s because Robert Byrd proved a quintessential post-WW2 Democrat. Originally a member and leader of the Ku Klux Klan in West Virginia (an affiliation he later disavowed), Byrd refused to fight in World War 2 because it meant serving alongside blacks. He routinely voted with other segregationists in the 1950s. As a senator, Byrd filibustered and voted against the 1964 Civil Rights Act. He abstained his vote for the 1965 Voting Act. He also voted against the confirmation of Thurgood Marshall, the first black Supreme Court justice. This same Robert Byrd then politically transformed from a known racist to a beloved mentor. How? Simple. He towed the party line…for nearly 57 years! It’s possible to argue Byrd didn’t lose his racism but rather, like most good politicians, shelved it. He enjoyed his power and position. It wasn’t the first time Byrd did what was necessary. In fact, the whole reason Byrd initially joined the KKK was for “political power.” To his credit, he did leave the organization, but still it showed Byrd to be a political opportunist. Once in national office, at least until 1967 (when being a segregationist went out of fashion), he retained his racist roots. Byrd told a reporter: “Don’t get that albatross [the KKK] around your neck. This is a generic point to start understanding the main differences between the two sides but we need to keep in mind that there are many degrees of variation on political views (even within the same one). This diagram makes the right-wing way of thinking to be completely cold, calculated and rational, while the left-wing ideas promote more positive views on humanity. While it is true that the right-wing tends to support war, morals and discipline, it should be understood that left-wing can have corruption, discipline and rules. What the media taught me was that (I watched a lot of US politics on TV) you are either left or right. There I stood, utterly confused at how I could possibly believe in personal and economic freedom supported by a minimal government role in each aspect. For example, on this graph, I agree with the leftist thought of being progressive and supporting personal freedom. However, I also believe in the right wing ideals of non-interference in society, low taxes, and economic freedom. Yet, I do not believe in organized religion and I fully support gay and abortion rights. What this diagram shows is that many of us are still stuck in a dichotomous way of thinking, when there are eons of possibilities for a political perspective. Left and right are the most basic division in politics but that should not encourage or pressure people to conform to simply one side or another.
