Great Blue Heron Juvenile, Eating Fish

I believe this is a juvenile Great Blue Heron, seen with a partially eaten fish last night at a local lake. I observed him for several minutes because I was trying to determine whether he was sick, injured, emaciated, etc. because he seemed to be slow, unsteady, and not very aware of me. I suspected he may have been sick from toxicity or weak from emaciation.
