Adjustable Rates vs. Fixed Rates: Which is better right now?

The rule of thumb is, get an adjustable rate when rates are high and get a fixed rate when rates are low...So the question becomes, are we in a "high rate environment" such that it makes sense to look more closely at adjustable rates. I definitely think so and while it will get worse before it gets better, it will get better. Links below, hope it helps!
