★ Refugees Rest

A ruined tower is located along the Dunmeth Pass near the border to Morrowind. Two frost trolls, ice wraiths, or snow bears inhabit the structure, with two books scattered on the ground. An adept locked chest with leveled items can be found on the roof.

Outside the tower is a small pedestal with the book Decree of Monument that describes its history. Further east a small Dunmer graveyard can be found.
