Once you tell clear a plane for landing, it will then join your arrival queue. A question that I hear about often is if you can speed up the rate of planes arriving.
Usually this is because of a very long landing queue. This video will go over the landing queue and why you don't want to build a very long queue. If you do have a queue, this video will tell you the best way to clear the queue.
