How Can Christians Say "Everything Works Out For the Good" When Really Terrible Things Happen?

Christians often quote Romans 8:28 ("And we know that for those who love God all things work together for good, for those who are called according to his purpose." to each other as a way to bring encouragement to someone going through a tough time. So, why then does it come as such cold comfort at times? What does it really mean?
