Don't Have to is not the same as Can't

The mask mandate is lifted on public transportation. Many are elated by the news, others have not taken it so well. Why do some not understand that saying you don't have to wear a mask is not the same as saying you can't? Just a quick look at the topic in the first few days since we entered this new stage.
