How intelligent were Neanderthals really?

How intelligent were Neanderthals and does their lack of success in the evolutionary arms race tell us anything about their intelligence?

Could Neanderthals have been biologically smarter than humans, or is it fair to say they were relatively equal? Or could it be that the Neanderthal surpassed the intelligence of man, and went extinct for other reasons?
