In summary on BWC a/o's observed the above vehicle traveling at a high rate speed away the vicinity of shots fire. A/o's then observed the vehicle committing multiple traffic violations and continued to follow the vehicle. As the offenders vehicle exited the alley a/o's observed the vehicle strike another vehicle then come to a rest on a utility pole. A/o janus approached the vehicle to conduct an investigatory stop, then gave the offender who was sitting by himself in the back seat nka multiple verbal commands to exit the vehicle, at which time he refused to comply. A/o eventually removed the offender from the vehicle. As a/o attempted to handcuff the offender he pushed a/o Janus causing his body worn camera to fall to the ground and attempted to run away on foot. A/o was able to regain control of the offender by using an emergency take down and then placed the offender into custody. A/o Janus returned to the vehicle and observed a handgun in sidelock on rear drivers side floor board, easily accessible to the offender. The handgun is known to be a blue steel 9mm Ruger ec9 with a three inch barrel, 6 round capacity. Offender is also a convicted felon
