Chief Deputy Brian Howard & Sheriff Kevin Torgerson Shielded by Olmsted HR

In this video I demonstrate that Chief Deputy Brian Howard and Sheriff Kevin Torgerson failed to adhere to proper discipline procedures as detailed in policy and procedure thereby exacerbating an avoidable situation. Olmsted County Human Resources worked to shield them.
