When's the right time to make the first move as a man?

Walking and talking, this one is not as rambling as the previous one.

The sound of my voice goes higher at times because of the urban noise, so please bear that in mind if you're using headphones.

I could definitely come back with more thoughts regarding this subject, so far this is all I had to say.

I responded to a Reddit direct message regarding how men should interpret the way a woman behaves, so they won't end up hashtag mee too'ed.

Hopefully this makes sense.
