Why didn't God destroy Satan?

Satan is truly a despicable character. He's one of the most wicked beings to ever exist. Why, then, would God, a just person according to Deuteronomy 32:4, create Him? Couldn't he have forseen the wicked acts he would cause? Couldn't he have created someone else?
