Trash Found Weed Eater Leaf Blower - Can We Get It Running?

Here's another case of "why'd they throw this away"? I found this Weed Eater FL1500LE 23cc 2-Stroke Gas Powered Leaf Blower on the curb on trash day and decided to see if it can be repaired... For one thing, the pull start cord is stuck in the out position and won't retract. This appears to be a common issue with these. We'll have to fix that. And there may be carburetor problems too.
