VOP supporter known as Butterfly, has words with a good Samaritan down at the AZ border about leaving water out for those that are crossing. Butterfly’s opinion seems to mirror that of Lewis Arthur, where they are allowed to determine who is worthy of having water left for those crossing. Arthur is known for emptying the water barrels located at water stations throughout the AZ/Mexico border.
