Tech 21 NYC XXL 1990s Original - Repair???

Dave Levine of Dave's Guitar Channel [ http://bit.ly/DavesGuitarChannel ] sent me this original, vintage 1990s pedal to see if I could fix it. He said he was having trouble with it years ago and put it away in a closet and hadn't thought about it since. What's wrong with it? I guess we'll find out... And then we'll demo it for good measure on my crappy Dinosaur 6" bench amp.
