On the Record is your Surname (last name), the name that does not belong to you but has been tacked on to your private given Christian first name, to be used in the public.
Your given name, your private Christian (first) name, is Off the Record and does not belong in the public. It is also your private property. Your consent is required for your private name to be used in the public. This is why your signature is needed on documents, your signature containing both first name and last name, i.e. the conjoining of the public name with the private name. This is important TO THEM and is why they put such importance on your signature.
