Dalian 3 maritime fleet conversion to armed navy?

First vessel looks like passenger ferry with flat top could that be used for helicopter pad and short take off craft? first cargo with blue covering out to sea, in the front those look like tanks to me? second cargo with blue covering, are those torpedo's or mini attack subs? they look like they have stabilising fins on the end.
