Rainy day drive What are those?? April 2021 rail signal?

On the rainy days we don't sit in the house we go for long drives, this time we ended up in Dayton Ohio at the drive in, unplanned but along the way we drove thru Springfield Ohio. and at every grade crossing there were these flashing red X's that I have never seen before, and can't figure out what they are for, so I need your help.
