This person went to South America, and they were unable to dance with the local dancers.

I believe this person encountered bar dancing. It just happens that instead of "western" pop music they are playing salsa and other latin music. Which is their pop music.

In a lot of cultures, people were taught how to dance while growing up with their families, so formal dancing is not common for most. They were probably encouraged to dance and Certainly they have lots of examples to watch but the quality of the examples has a big impact on their dancing skill. most other places in the world learn to dance growing up more than we do in the US, but that doesn't mean it's formalized and structured.

In the US at least, a lot of people are Taught how to Salsa, Bachata, Kizomba, Brazilian Zouk dance from Schools. So there is a structured guideline, you could almost think of it like a language.

You could call it structured vs unstructured Dancing or even instructed vs uninstructed dancing.

There is definitely a difference between those who learned to dance in a studio vs. those who learned at home/through family, Casual Dancing.

In South America, The average girl you meet at a bar, club or in a casual dance setting is probably not going to understand linear salsa. It’s not a style of dance that’s intuitive to someone with zero experience with it. If you want utilize the linear lessons you learned, find socials at a dance studio or go to festivals. There are plenty in major cities no matter what country you are in.

If you like causal bar or club settings, learn some basic Cuban salsa, Cumbia, and bachata and work on connection. Some dancers find studio dancing intimidating.
