What Percent of Voters Against a Candidate Should Nullify that Candidate?

If 49% of the voters disagree with a candidate, should they be allowed to take office? Why would any decision be made for which 49% of the people are against it? Democracy should never be mob rule because a mob does not protect the rights of an individual that doesn't agree with the mob. The USA govt is at its best when an individual's rights are protected regardless of what over 51% of the people think. The mob is bad. The individual rights are sacred.
