Azerbaijan Again Torturing Civilians

Yet Again Azerbaijan Soldiers release a video showing them beating/torturing apparent Armenian civilians. They beat them until they say Karabakh and Armenia are Azerbaijan territory. Why does the world allow this to continue? How many videos of the torturing and killing of Armenian civilians and prisoners of war do need to be released before the international community steps in and puts the hammer down on Azerbaijan for human rights violations.
