How long does it take to count ballots in California's June 7 primary?

Check out the California Secretary of State Website with the current status of the count:

I did find that there is a pdf report on "unprocessed ballots" though each county has different dates that the data is valid, this link is from 6/14/22:

As of that report a whopping 1.74 MILLION votes have not yet been processed. That is of 22 million ballots mailed out. As of 6/8/22, it was estimated that only 16% of voters participated, which would be 3.5 million. So even assuming that the 1.74 million are all votes received after that date (mail in ballots can be counted if received within 7 days of the primary so long as it is post marked by 6/7, that's only about a 24% turn out. How does it take so long?!!
