Incredible Stillbirths - Freedom of Information request

As this is an image without a link to the data, i am always sceptical, thus i have done my best to investigate. should this turn out to be incorrect i will remove the video.

In these days of authoritarianism, it is imperative we all do our research and attempt to back up claims, as opposed to forwarding on some arbitrary image.
