This bitch gave me her number, but something is off about it

Seems to be a google voice number. This woman gave me her number and we started texting. Later i call her, it starts ringing a few times then picks up and it sounds like a busy restaurant or something, then after a few seconds it hangs up, but the call is still active. I called back twice and it happened again. I try again later (4th call) and a guy picks up and he says i have the wrong number.

Was this call spoofed? I'd like to report it to google if so because there is some trickery going on.
