US Planning COVID Vaccine by Nov 1?

The US Centers for Disease control is commanding local governments to prepare to distribute a vaccine for the coronavirus which has caused the COVID-19 pandemic. This suggests that the US government is almost certain it will be ready to distribute a vaccine before the election, with Dr. Anthony Fauci even asserting the government is ready to stop testing of the vaccine early so as to more quickly begin its production and mass distribution.
