TactiCOOL or Practical? Let's talk IFAKs and to buy or to build?

Picked up two mass produced trauma kits, can you guess which one is tactiCOOL and which one is practical. Everything it still in the wrappers, but I do plan on practicing and training with everything I have except the materials that are vacuum sealed.
