Russia withdrawn and cease to be member of Council of Europe

The Council of Europe is an international organisation founded after World War 2, with 46 members that largely doesn't seemed to have any meaningful purpose with any enforceable powers.

The only meaningful part seemed to be it's contribution to European Union's flag and the European Anthem.

Russia decided to resign (or it got expelled) from the council and the flag is subsequently lowered on the 16 March 2022.
