Officer James Gill of the Baltimore County Police threatens, stalks and harasses a frightened young man because the boy asserted the First, Fourth and Fifth Amendments of the United States Constitution during their interaction. Of course, several other officers present just stood by and watched. Officer Gill is a 17 veteran and an advisor for the Baltimore County's teen Explorer Program.
