Jesus last words "It Is Finished." What was Finished?

The last words of Jesus on the Cross..."It is Finished" was directed at Him fulfilling the requirements of the Laws, ending the Old Testament.

So, If it was was finished, why are so many pastors and church leaders continuing to bring Christians under the condemnation of the Old Testament Laws, like Tithing?
