Texas counties are stepping up to the plate and have been for a long time. Laws governing border security are mainly Federal but lack of enforcement and support of Border Patrol agencies has lead to mass illegal immigration, deaths, Cartels running rampant, increased illegal narcotic flow, and narcotic deaths.
