You will install the Paks at the following location

Steam and Epic
%LocalAppData%\StateOfDecay2\Saved

Windows
%LocalAppData%\Packages\Microsoft.Dayton_8wekyb3d8bbwe\LocalCache\Local\StateOfDecay2\Saved\
