All Israel Shall Be Saved - Romans 11:25-27

The apostle Paul declares that all Israel shall be saved in Romans 11:26. What does he mean by “all Israel?” Does this refer to the seed of Israel or just to those of Israel who believed or will believe in their Messiah? Does “all Israel” refer to “the remnant” that Paul mentions and a future “remnant?”

Romans 11:25-27 – For I would not, brethren, that you should be ignorant of this mystery [secret], lest you should be wise in your own conceits; that blindness in part is happened to Israel, until the fullness of the Gentiles comes in.
And so all Israel shall be saved: as it is written, There shall come out of Zion the Deliverer, and shall turn away ungodliness from Jacob:
For this is my covenant unto them, when I shall take away their sins.

“Replacement Theology” claims that the church of Christ has inherited Israel’s blessings and has taken their place due to their rejection of their Messiah. But here in Romans, the apostle Paul says God has not abandoned His people which He foreknew. Who is right?
