Will The Division Resurgence be like Diablo Immortal?

Ubisoft just announce a new Division game yesterday, and I'm not seeing too many people talk about it. Tom Clancy's The Division Resurgence is a new game coming to mobile. How will the game play and will there be paid progression? Diablo Immortal has a crazy pay to progress system and I fear it coming to this Division game.
