Jeremiah chapter 17 discusses the deceitful hearts of people. In modern times we relate the word heart used in this context to mean our emotions. However, the Hebrew word for heart goes further than emotions and refers to a person's inner life. The inner life includes the will, thoughts, and motivation. Verse 9 uses a rhetorical question to emphasize that the general nature of humans is desperately sick and deceitful. This verse is a denial of the idea that people are generally good.
