UK Proposes "Immunity Certificates" to Escape Quarantine

The UK is openly discussing handing out "immunity certificates" for those who test positive to having antibodies in their system to fight the Wu Flu. This would create a perfect system for making civil liberties into civil privileges. Only those who meet the state's requirements are afforded basic human rights.
