"This sign audit deals with the question, "How do indigent Americans prepare for quarantine". Since it is perfectly legal to hold a sign with a statement on it anywhere on the public easement, we made a sign that said "Unprepared For Quarantine" and gathered data on how State Agents react to such a statement when it is on a cardboard sign. As you can see...it wasn't pretty."
