A Rocket League Minute - How To Enable DirectX 9 (Patched Out)

How to fix fps lag by enabling dx9
Should fix frame rate issues related to Rocket League or other games that support it (no longer works in Rocket League epic forces directx 11 fully now)

There may be a new solution, using windows 7 on a dual boot just for Rocket League may solve this issue, if you try this fix and it works let me know in comments below.
