Settling an Interpretive Disagreement on Matthew 25:40

{Settling an Interpretive Disagreement} Can you help settle this? I've heard it said that the word “brothers” in Matt 25: 40 refers only to believing brothers. I believe it refers to anyone in need. How would you interpret this?
