While it appears the rules are good because it allows more games to be monetized , they then muddle the waters with the following phrase

We may still age-restrict fictional violence if it’s particularly graphic (hate to need examples, but this might include fictional videos of people being dismembered/decapitated, or human corpses w/ these severe injuries).
