Voter Rolls scrubbed errors

Something very strange is going on with the Washoe County voter rolls. In one fell swoop, almost 60,000 voters have been eliminated from the voter rolls. Many I'm hearing from voted in the 2022 Primary.
From the August 2nd download from the SoS, it looks like ONLY "Active" voters may be counted on the County RoV page, even at that, the last time I looked at the RoV page it had nearly 60,000 more voters.
