China has blocked a move by India and the US to list Pakistan-based JeM leader Abdul Rauf Azhar as a global terrorist at the UN Security Council. Azhar is accused of being involved in the 1999 hijacking of an Indian Airlines aircraft in Kandahar, the 2001 attack on the Parliament and the 2016 attack on the IAF base in Pathankot.
